ANALYSIS OF RESEARCH AND EXPERIENCE IN THE FIELD OF PRESCHOOL 
EDUCATION IN INDEPENDENT UZBEKISTAN AND ABROAD

Annotation: The priority of the quality of education, as the core of education policy, makes the 
problem of creating effective management mechanisms at all stages of the education system
starting from preschool education, extremely relevant. Preschool education plays a particularly 
important role due to the comprehensive development of the preschool child, in which the 
formation of the foundations of the "perfect man" and the period of its emergence is defined as a 
unique period. 
This article provides an analysis of research and experience in the field of preschool education 
in independent Uzbekistan and abroad. 
Keywords: preschool education, quality of education, quality level, education policy, control, 
continuing education, quality, efficiency. 
Introduction. Management and control of the quality of education, the formation and 
implementation of systems of full management of the system of continuing education - the state 
education policy, is recognized as one of the priorities of the National Training Program. 
The priority of the quality of education, as the core of education policy, makes the problem of 
creating effective management mechanisms at all stages of the education system, starting from 
the pre-school educational institution, extremely urgent. Preschool education plays a particularly 
important role due to the comprehensive development of the preschool child, in which the 
formation of the foundations of the "perfect man" and the period of its emergence is defined as a 
unique period. 
Recognition of the level of quality and its integration into all spheres of life, including education, 
which determines and shapes the image of the future life of man and society, is inherent in the 
modern development of human society. In this sense, education as a "civilized person" or a 
universal cultural value that assumes the cultural and creative task of ensuring the formation of a 
person who meets the socio-cultural norms at a certain stage of development of civilization and 
society (BSGershunsky, ENGusinsky, BT Likhachev, E.Sh. Kurbanov, EASeytkhalilov, 
AISubetto and others). In this regard, the future of "qualification" (Latin qualiyas - quality) of 
education, the need for dynamics of important social processes of the time, includes the priority 
of personal development (E.Sh. Kurbanov, EASeytkhalilov), "society" sustainable 
development”model is seen as a decisive factor in the formation of a person capable of ensuring 
the transition process. 
The First President of the Independent Republic of Uzbekistan Islam Karimov stressed the 
importance of education and the ongoing national model and program in ensuring the socio-
economic, spiritual and cultural development of the people, increasing their intellectual potential
prosperity and development of society. unless he says so; "The implementation of the national 
training program should, without exaggeration, be the basis for achieving our strategic goals -
