RESEARCH - 2022 292 When talking about corruption, if we focus on some of its types, for example, there is a two-party type of corruption, which can appear in the form of bribes and in different circumstances. It most often applies to: Government contracts - bribery can affect who receives the contract, the terms of the contract, and the terms of the contract when the project is implemented; Government incentives – bribes such as credit subsidies, preferential prices and exchange rates – can also affect the distribution of monetary benefits. Bribery is also important in obtaining licenses and permits to engage in lucrative economic activities, such as importing certain goods that are in high demand and in short supply. In addition, to receive cash such as access to higher education, preferential medical care, housing and real estate, profitable shares in enterprises being privatized; State revenues - to reduce the amount of taxes, fees, customs fees, payments for electricity and other communal services; Save time and avoid regulation - bribes can speed up the issuance of permits, licenses and permits to carry out perfectly legal activities. It's called "fat money" to keep the wheels of bureaucracy turning smoother, faster, and hopefully in the right direction. In a situation where the rules and the way they are applied are really tough, the only way to get things done is to pay to avoid them; Influencing the outcome of legal regulatory processes: bribery can be used to induce law enforcement agencies to refrain from taking action and cause individuals to look the other way when engaging in activities that violate existing laws and regulations.
