wages, the lower the corruption. Suppose that 0I is the minimum wage rate for civil servants, 
0O is corruption due to greed, and 0O is corruption due to necessity. This picture also 
represents that regardless of the salary level, some public officials are corrupt 
psychologically and morally. 
Transparency in laws, regulations and processes: Lack of transparency in laws, 
regulations and processes in many countries creates a breeding ground for corruption. The 
rules are often confusing, the document specifying them is hidden from the public, and 
sometimes the rules are changed without being published directly. The issued regulatory 
legal documents are written in such a way that they can be understood only by qualified 
lawyers, which causes various interpretation situations due to linguistic uncertainty. Some 
countries, such as New Zealand, have made significant efforts in recent years to increase 
transparency in all government reporting and actions and reduce corruption. 
Institutional control: this is an institution whose entire activity is related to corruption 
and uses wide powers in carrying out its activities. A number of countries, including 
Singapore, Uganda, Hong Kong, Argentina, and others, have established anti-corruption

commissions and agencies charged with monitoring corruption reports. These agencies are 
independent from the political authorities, have the most conscientious staff and ample 
resources for effective functioning. They also have the right to execute punishments and 
even have the right to control the courts. Unfortunately, some countries, including our 
country, have not given such rights to the Anti-Corruption Agency. 
It can be seen from the words of our President Shavkat Mirziyoyev that corruption is 
the biggest obstacle for the country's development: "We will never achieve our goals with 
corruption." Corruption serves to lower the country's political, economic, social and cultural 
ranking in the world. A country's power is determined more by its economic position. For this 
reason, the impact of corruption on the economy is the most serious. 
Effects of corruption on the economy: Corruption reduces government revenue and 
increases government expenditure. Thus, it contributes to larger budget deficits and makes 
it difficult for the government to conduct sound fiscal policies. Corruption can increase the 
rate of return because it allows well-placed individuals to take advantage of the public at the 
expense of the rest of the population. Corruption distorts markets and the allocation of 
resources because it reduces the government's ability to establish the necessary regulatory 
controls and inspections to correct market failures. If the government does not perform its 
regulatory function in banking, hospitals, food distribution, transportation activities, financial 
markets, etc., it loses its central position. Conversely, when the intervention is fraught with 
corruption, such as when the government creates monopolies for private gain, it can 
exacerbate these disadvantages.
