15. Procedure for transfer and re-admittance of students


(transfer of students from other universities, transfer within the university and transfer from course to course)

15.1 The main condition for the transfer of students from other universities to CPU is their ability to continue their studies at this higher educational institution.


15.2 Transfer of students and Master’s program students to CPU to the appropriate forms of study and specialties is made from other universities possessing licenses for educational activities and applications in the areas of preparation (for the correspondence form of study, the application for transfer is accepted within one month, but not later than two weeks before the start of the next examination session). It is done during the holidays. Students who study on a state educational grant, as well as students with academic performance for the entire period of study - GPA of at least 2.33 - have the priority right for transfer. At the same time, the student should have a positive performance, as well as an UNT certificate (CT) of at least 50 points for graduates of secondary education and at least 25 points for graduates of secondary education.
15.3 The transfer of the student from one specialty to another, from one form of training to another within the university is carried out only for tuition on a paid basis. At the same time, the student can be transferred or re-admitted to any specialty, regardless of the terms of expulsion.
15.4 When transferring or re-admitting students, the academic difference in the disciplines of the educational program studied for previous academic periods is determined. The academic difference in the disciplines of the working curricula is determined by the university on the basis of the list of studied disciplines, their programs and the amounts in academic hours or credits reflected in the transcript, or a certificate issued to persons who have not completed their education (hereinafter - a certificate).
15.5 The transfer of the student from another university and re-admittance is carried out on the corresponding course, provided that the required number of credits coincides after eliminating the difference in the curricula. The transfer and restoration of the student is carried out to the appropriate course. At the same time, the difference in modular curricula should not exceed 25 credits for a bachelor's program. If the academic difference in academic disciplines exceeds the total amount of 25 credits, the transfer and restoration is carried out one course lower.
Otherwise, the transfer and re-admittance is carried out to the course below. The training course is determined taking into account prerequisites. As for the transferring of Master’s and PhD program students to transfer elective disciplines studied at another university, their compliance with the content of training according to the educational program of the CPU should be established. Otherwise, the difference in the curricula is drawn up, subject to liquidation in the proper order. The mandatory requirement for transfer and re-admittance is the completion of the first academic period of the mastered program according to the individual curriculum.
15.6 In order to pass the academic difference in the curriculum disciplines, the student enrolls to these disciplines, attends during the academic period or summer semester all types of training, passes all types of monitoring, as a rule, with current cohort and gets admission to the final control.
15.7 If academic difference disciplines are not included in the curriculum of the current academic period, the student enrolls to them in the summer semester.
15.8 Procedure and terms of academic difference passing for the disciplines of curricula shall be formalized by the order of the RO for the current academic year and included in the individual curriculum of the student. The academic difference in the disciplines of the curriculum, not eliminated within the prescribed period, is subsequently taken into account as academic backlog.
15.9 As for the student’s transfer or re-admittance, it is performed on the appropriate course and only on a paid basis, taking into account the prerequisites. At the same time, the university determines the list of prerequisites necessary for passing in the current academic year.
15.10 Students called up after military service in the Armed Forces of the Republic of Kazakhstan during the training period shall be re-admitted to the corresponding course.
15.11 Transfer of the mastered credits is carried out on the basis of comparison of educational programs, contents of the mastered disciplines, their volumes, the acquired knowledge, abilities, skills and competences and also results of training. The difference in the forms of final control is not taken into account when transferring the mastered credits of educational disciplines.
15.12 A student who is transferred or re-admitted from a foreign educational organization presents a document on the mastered curricula (academic certificate or transcript), as well as a document on the completion of the previous level of education, which undergoes the nostrification procedure in the Republic of Kazakhstan in the manner established by the Rules for the recognition and nostrification of educational documents, approved by order of the Minister of Education and Science of the Republic of Kazakhstan No. 10 dated January 2008, 8 (as amended in 14.05.2020, order of the Ministry of Education of Kazakhstan No. 206).
15.13 A student who is transferred or re-admitted from a foreign educational organization presents the results of entrance tests for the foreign university along with the documents.
15.14 Transfer of CPU students from one course to another course is carried out according to the results of the academic year (interim assessment) taking into account the results of the summer semester and the grade point average (GPA). A mandatory requirement for transferring a student from a course to a course is that the student achieves the set passing GPA. Students transferred to the next course of study with the academic backlog should re-study the relevant disciplines only on a paid basis. Students who have not met the requirements of the individual curriculum and have not scored the established passing GPA remain for re-course. The transfer of the student from the course to the course is executed by the rector’s order.
15.15 Re-course or re-attendance of lessons in order to eliminate academic backlogs shall be executed on the basis of a transfer order and if there are:
• personal application of the student with visas of the Dean of High Schools and the Director of the SSC;
• copies of the payment receipt for the re-mastering of disciplines in accordance with the volume of credits.
Students who have not concluded the Agreement on the reimbursable provision of educational services within the prescribed period (until September 10 of the current year) are subject to expulsion for violation of educational discipline.
15.16 The student with the educational grant or the state educational order (further the state order) who reached the established transfer points and transferred to the following course with the academic backlogs liquidates it on a paid basis, having kept at the same time an educational grant or the place by the state order.
15.17 The transfer of bachelors and Master’s program students, holders of the state educational order, from one university to another is carried out with the preservation of a state grant.
15.18 The student who transfers on a paid basis concludes an agreement between him/her and CPU. The transfer of the student on a paid basis from one specialty to another within the university is accompanied by the introduction of appropriate changes to the contract and is drawn up by the University rector’s order.
15.19 Students, Master’s and PhD program students who have entered targeted places on an educational grant approved for CPU can be transferred to another university only on a paid basis.
15.20 The transfer of a student from a paid basis to a state educational order is allowed to students with high academic performance and is carried out by awarding educational grants, in accordance with the Rules for awarding an educational grant, approved by Decree of the Government of the Republic of Kazakhstan dated January 23, 2008 No. 58 (with amendments and additions from 08.06.2020, order of the Ministry of Education and Science of the Republic of Kazakhstan No. 362.), if there are vacant places during vacation time on a competitive basis.
15.21 Master’s and PhD program students are transferred to CPU only on a paid basis.
15.22 Transfer of students from a foreign university is carried out only on a paid basis.
15.23 Re-admittance to the number of the CPU students for those who were previously expelled, is carried out by the rector’s order during the vacation time, regardless of the terms of expulsion. The re-admittance procedure is carried out in full compliance with the normative documents of the Ministry of Education of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On Education." Re-admittance to the number of students in the corresponding course and elimination of the difference in disciplines in the curricula is carried out only on a paid basis.
