The concept and legal nature of legal and technical norms 
It is known that the progress of mankind, especially in the field of science, 
technology, has a direct impact on social relations in society. Throughout his/her 
daily life, a person, as a subject of various social relations, faces changes taking 
place in the environment, in society, tries to understand them, to learn. By 
considering this, the scientific and practical expression of the results of the influence 
of such changes on the law regulating social relations and its internal structure is one 
of the important tasks facing legal scientists today. 
The changes taking place in our society under the development of mankind 
necessitate the re-perception of more and more concepts and terms related to 
jurisprudence, their expression in legal norms. In this regard, in the entire history of 
the development of the science of the theory of state and law, the central place was 
occupied by the issues of researching the legal nature of the legal system, in 
particular, the norms of law, which are considered its main element, as one of the 
problems that make up its subject. It should be noted that the norms governing 
relations arising in society are reflected not only in social (religious, political, moral, 
tradition, tradition, etc.) forms, but also as technical norms. During studying the

and expressing their characteristics, it is important, first of all, to conduct a detailed 
study of the legal nature of legal and technical norms, their concept and essence. 
In jurisprudence, for a long time, legal-technical norms have not been 
recognized as social norms, and it has been denied that they are legal norms. 
However, the development of science and technology, as well as a certain degree of 
harmony between man and nature, led to the fact that regulations of a technical 
nature occupy a place in regulatory legal acts, and in themselves, the study of 
problems associated with the legal nature of these norms in front of lawyers appeared 
as one of the urgent tasks. 
During the research, a social survey was conducted regarding the 
understanding of legal and technical norms among people, the existence of an idea 
about such norms. 15.1% of the respondents answered "I have no information", 
24.7% answered "I have partial information" to the question "Do you know about 
legal and technical norms?". Or, when asked "What is your opinion about the social 
consequences of non-compliance with legal and technical norms...", 90.4% of the 
respondents noted that "it may cause negative consequences". These numbers 
show that the knowledge and opinions about legal and technical norms are not yet 
fully formed among people.
