pattern of behavior. Regarding the development of science and technology, as well 
as the means of regulating the relations between human and nature, it is carried out 
by means of norms. 
Based on the above, we propose the following definition of a legal norm, i.e. a 
legal norm – is a set of rules of behavior adopted by the state that are aimed at 
regulating social relations in society.

The combination "legal-technical" is used to express relations related to fields 
requiring special knowledge, such as technology and medicine, in legal norms, and 
at the same time to name such norms based on the fact that they have special 
characteristics. In this respect, legal-technical norms differ from other legal and 
social norms. Social norms focus on the relationship between individuals and their 
associations, while technical norms regulate the relationships of individuals with the 
outside world, nature, and technology. 
The concept and essence of legal-technical norms, their classification, their role 
and importance in the system of social norms have been studied by a number of legal 
scholars and specialists at various levels. 
In the legal encyclopedia prepared by legal scholars of our republic, legal-
technical norms are explained as legal terms. According to it, legal terms are 
divided into three types, that is, terms of general importance, special legal terms,
