Ensuring Cleanliness, Hygiene and Public Conveniences
9.3.1. Gap in provision of basic services at tourist destinations and attractions
The Policy recognizes that one of the key elements of the visitor experience is 
availability of basic services at any tourist destination and attraction. While there 
have been improvements and efforts are being made in this direction but there are 
still gaps in the situation on ground and expected service levels. The Policy recognizes 
that cleanliness, hygiene and public conveniences are largely the responsibility of the 
local government. The Ministry of Tourism will work with the States and Destinations 
to support them in their efforts. 
9.3.2. Partnership with Swachh Bharat Mission 
Ministry of Tourism will work with Swachh Bharat Mission towards further 
strengthening the Swachh Bharat Mission campaign at the tourist destinations and

particularly around the major attractions. At all the tourist hotspots, the availability 
of public convenience and their successful operation will have to be ensured. 
Adequate budgetary support and service level driven O&M contracts will have to be 
provisioned to achieve the objective and the same will be monitored through the use 
of technology. A phased approach will be adopted to ensure 100% compliance. 
Innovation and public private partnerships will be crucial.
9.3.3. Food safety, Hygiene and Cleanliness at Eateries
The Ministry of Tourism in partnership with the State Governments and Local 
Governments and in collaboration with Food Safety Standards Authority of India 
(FSSI) work towards increased enforcement of food safety standards at the tourist 
destinations. The support of the vendors and their associations will be sought for 
quality upgradation.
