The objectives of the PR 5 include: 
 
Avoid or when unavoidable, minimise, involuntary resettlement by exploring 
alternative project design. 
 
Avoid forced evictions. 
 
Mitigate adverse social and economic restrictions on affected persons and land 
by providing compensation for loss of assets at replacement cost and ensuring 
that resettlement activities are implemented with appropriate disclosure of 
information, consultation and the informed participation of those affected. 
 
Restore or, where possible, improve the livelihoods and standards of living of 
displaced persons to pre-displaced levels. 
 
Improve living conditions among physically displaced persons through the 
provision of adequate housing, including security of tenure at resettlement sites. 
According to PR 5 “ In cases where physical displacement cannot be avoided through project 
design, the client will develop a resettlement plan that covers, at a minimum, the applicable 
requirements of this PR regardles
s of the number of people affected.”

AFEGUARDS
 
ADB’s involuntary resettlement safeguards aim to avoid involuntary resettlement wherever 
possible; to minimise resettlement by exploring project and design alternatives; to enhance, or 
at least restore, the livelihoods of all displaced persons in real terms relative to pre-project 
levels; and to improve the standards of living of the displaced poor and other vulnerable 
groups. 
The safeguard also applies to full or partial, permanent or temporary physical and economic 
displacement resulting from (i) involuntary acquisition of land, or (ii) involuntary restrictions on 
land use or on access to legally designated parks and protected areas. 
According to ADB, a project’s involuntary resettlement category is determined by the 
category of its most sensitive component in terms of involuntary resettlement impacts. The 
proposed ACWA Power Project falls under Category B because its involuntary settlement 
impacts are not deemed significant. ADB requires Category B projects to have resettlement 
plan and assess social impacts.
