Today, Uzbekistan is moving to a new stage and image in every industry. 
The link of continuing education, which shows the incomparable impact on 
the development of the state, is higher education, and a number of reforms are 
also being implemented in this area. Because the more mature personnel are 
ready for the labor market, the more the well-being of the people and the active 
participation of families in socio-economic relations is ensured.
The decree of the president of the Republic of Uzbekistan "on measures 
to further develop the higher education system" dated April 20, 2017 PQ-2909 
and "on additional measures to improve the quality of education in higher 
education institutions and ensure their active participation in the 
comprehensive reforms carried out in the country" dated June 5, 2018 and 
dated 2019
The decree of October 8, PF-5847 "on approval of the concept of 
development of the higher education system of the Republic of Uzbekistan 
until 2030" defines the issue of raising higher education to a new level both in 
content and organizational and pedagogical and international cooperation. 
Especially in higher education, the task of introducing innovative, in particular 
digital technologies into the process of teaching science modules has been 
chosen as an urgent direction. Dolazrblik of this task is associated with the 
implementation of effective methods to the pedagogical process in order to 
optimize the system of continuous education in our country with international

trends, standards, ensure the quality and competitiveness of the process of 
training personnel in higher education.
In the strategy of Action for the further development of the Republic of 
Uzbekistan, the relevant tasks such as “promotion of research and innovation 
activities, creation of effective mechanisms for their implementation, 
Organization of specialized scientific and experimental laboratories, high 
technology centers and technoparks under higher educational institutions and 
research institutes” are recognized.
Training of personnel in the field of defectology is carried out in a 
number of OSMS of our republic. In particular, personnel are being trained at 
the Tdpu, Kokand, Chirchik, Jizzakh, Namangan, Fergana, Nukus State 
Pedagogical institutes named after Nizami. There are 4 independent branches 
of defectology, Oligofrenopedagogy, Surdopedagogy, Logopedia and 
Tiflopedagogy. 
From 
these 
departments, 
training 
plans 
for 
Oligofrenopedagogics, Surdopedagogics and speech therapy areas are 
developed and personnel are being prepared today. Targeted reception has not 
yet been introduced in the tiflopedagogics direction. Surdopedagogics is 
engaged in the training of specialists in the field of education of deaf and weak 
hearing children. This direction has its own history of development and 
methodological foundations. In the direction of surdopedagogy, the Tdpu 
named after the Charter for the preparation of educational plans, training 
programs and working programs is the base institution.
It is known that an important social factor in the development of deaf 
and weak hearing children is speech. The earlier attention is paid to the 
development of speech in these children, the more these children will be 
effectively ready to study in every aspect of continuous education. In them,

the development of speech is carried out on the basis of the laws of the native 
language. That is, whichever language is the mother tongue for the child, the 
speech of this child will have to be developed on the basis of this linguistic 
peculiarity. [4,18-b
Therefore, the module “special methodology for teaching the native 
language” occupies a special place in the training of personnel of this field. 
Because the thorough mastery of the methodology for teaching the language 
to a deaf and weak hearing child is one of the factors contributing to the 
qualitative Organization of the educational process in special educational 
institutions and its social impact on the socialization of these children.
The need to teach the subject” special methodology of teaching the 
mother tongue " arises from the peculiarities of the current era, the structure 
of which is undergoing fundamental-innovative changes. Currently, in 
connection with the plan of scientific work of the Kokand DPI, an 
experimental research work is being carried out on the topic “technologies for 
improving the effectiveness of teaching the module “special methodology of 
teaching the mother tongue” in Higher Education.
As a result of the first analytical work within the framework of the study, 
it was concluded that the process of teaching this module should include 
innovative technologies, in particular educational tasks designed for the use of 
computerized technologies in the organization of independent work of 
students. Therefore, we have developed recommendations for the use of 
SMART technologies in the development of methodological complexes of 
topics, goal setting in the teaching of the subject” special methodology of 
native language teaching". In addition, through experimental work, it was 
found that there are a number of problems that are becoming an obstacle in the

teaching of subjects and the organization of independent work of the student 
at the OTM. For example, in the teaching of the subject” special methodology 
of teaching the mother tongue " is the study of the topics under study in the 
form of small texts and general view boards, and their logical non-binding and 
non-systematized by blocks. Integrative approaches are important in learning 
and teaching the native language. The application of an integrative approach 
in the pedagogical process of the OSM is carried out with the mutual 
harmonization of the internal and external related areas of the system or 
integrated Department. In the training of a defectological specialist, an 
integrative approach is used to ensure the integrity of such as professional 
knowledge, skills and qualifications and the formation of competencies and 
the use of professional skills-pedagogical techniques, verbal and nonverbal 
communication. The educator in charge of teaching the module is required to 
be based on the “SMART” technology when setting a goal for each activity. 
The term "SMART" was originally introduced in 1954 by scientist, 
educator Peter Ferdinand Druker, with Paul J Meyer in 1965 and George t in 
1981. Doran used in his scientific work . SMART is represented by the initials 
of the English words” Specific “(pronounced),” Measurable “(Measurable),” 
Attainable “(Achievable),” Relevant “(actual),” Time-bound " (pronounced

Smart Yeducation System based on Cloud).
The tools necessary in the teaching of the subject” special methodology 
of teaching the mother tongue " are as follows: 
Web tools. There is a great need for online electronic information and 
educational resources for science. In practice, it was observed that teachers 
and students of the direction of defectology use this direction from the base of

Russian internet addresses and resources. In the future, a list of national 
resources is being worked on in this direction.
Enrichment of web tools provides a wide range of opportunities during 
practical training and for the acquisition of independent knowledge. We want 
to formulate the structure of this tool on the basis of the following table of 
contents:
1. The working curriculum of the teaching module "special methodology 
of native language teaching" -110000-pedagogical education area provides an 
opportunity to familiarize students with the requirements for the level of 
competence in the specialty in the field of education standard of the state 
educational standard and 5111900-Defectology (Surdopedagogy). In the 
structure of this module, the training plan, program, BCM and competencies, 
qualification requirements are imposed. 
2. Module” pedagogical skill “or” specialist minbar". Various forms of 
module mastering are presented. They are: Web lectures, seminars, “master 
classes”, practical classes, trainings, animated rollers, Electronic Albums, 
media files, audio, video materials, slides of electronic presentations, web 
documents highlighting pictorial materials are uploaded.
3. Media corner. Materials that make it possible to effectively master 
theoretical and practical knowledge on the educational module. The order of 
materials of this type includes: a lecture text or a set of theoretical materials, 
electronic presentations, electronic textbooks, electronic teaching aids, 
electronic teaching and methodical manuals, a set of exercises and issues.
4. Dictionary of terms or glossary – specific to the training module
5. Additional materials. Encyclopedias, references, dictionaries
normative-methodological and normative-technical documents.

6. Current, intermediate and final control – a set of control questions, 
practical work or test tasks on the topics or integrated learning module 
specified in the curriculum. 
2. "Future specialist minbari". Students upload their prepared 
mediaresours to suit the content of the science. Especially videos, professional 
advertisements, booklets prepared in the process of professional practice. 
3. Online assessment-interactive system. Here, students are given 
assignments. Self-assessment will be provided for them. Most importantly 
prepared tests and assignments are required to be specific to each subject. 
In place of the conclusion, it can be said that the fact that the educator in 
charge of teaching the module is based on the “SMART” technology in setting 
a goal for each training provides an opportunity to improve the quality of 
professional training of future specialists and effectively predict and monitor 
the results.

Annotasiya: Ushbu maqolada zaif eshituvchi oʻquvchilarni kognetiv va
