Article is devoted to the analysis of questions of the person connected with the impact 
of digitalization on the constitutional norms on the rights and freedoms and the citizen. 
According to authors in the short term in structural expression of the Constitution of the states 
will keep thos «digitalization» separate norms in the sphere of the rights and freedoms of the 
person and citizen will be modified. The analysis of operation of sixty constitutions of the 
countries of the world leads authors to a conclusion that scientists-constitutionalists the 
question of development of universal international regulators of the rights of devices with 
artificial intelligence, their places in the system of the constitutional relations is on the agenda. 
Authors consider that in the long term definition constitutionally – a legal basis of the rights of 
robots and bots with artificial intelligence will lead to transformation of many types of already 
existing constitutional rights and freedoms. It will entail modification of standards of chapters 
of Constitutions of the Russian Federation. Development of artificial intelligence will result in 
need not only fixing in standards of constitutions of new types of the rights, but their 
systematization by types depending on type of the robot, his functions, scope of application, the 
level of development of artificial intelligence that will demand fixing in standards of the 
Constitution of the constitutional guarantees of protection of the rights of robots and their 
developers.
