EXPERIENCES ON LOCAL SELF-GOVERNMENT BODIES IN COUNTRIES AROUND THE WORLD 
Annotation 
The article discusses the experience gained in the field of local self-government in countries around the world. The value of the 
family in Western and Eastern countries is studied comparatively. Mechanisms for performing the functions of the mahalla and 
the family as a social institution are interpreted. Legislation on the powers of local government and self-government bodies and 
their role are discussed. Opinions of foreign scholars on local self-government bodies, municipal governance are described. The 
powers and characteristics of the countries of the West and the East in the field of local self-government are analyzed. Foreign 
experience in state financial support of local self-government bodies will be studied.

Introduction. There are many beneficial experiences 
in the field of public-private partnership with local 
governments in the globe today. With the family, however, 
this is not the case. Because the significance placed on the 
family in Western countries differs significantly from that 
placed on the family in Eastern countries. In Europe, the 
individual is prioritized over the family or neighborhood. The 
neighborhood and the family will always require state 
assistance in order to adequately fulfill their roles as social 
institutions. After all, these two institutions constitute the 
structure that develops, maintains, and implements civic 
initiatives on the one hand, and the major link in the 
organization of social life on the other.
As a result, the state, as the primary governing 
authority of society, is obligated to fully support the activities 
of these institutions. The permanence and effectiveness of the 
operations of any socio-political structures involved in the 
processes of self-government and self-organization of society 
cannot be achieved without the participation of the state with 
the largest resources, as the world's historical experience has 
shown. 
In the practice of countries all over the world, the state 
fully supports local self-government institutions and the 
family fully realizes its social functions in various forms and 
levels. The processes that underpin such assistance, as well as 
the actions that are prioritized, differ depending on each 
country's historical and cultural experiences, ideological 
foundations, political system, and economic capacity. This 
does not rule out the possibility of the state studying the 
experience of other nations in assisting local self-government 
bodies and the family institution and, if necessary, 
implementing some of their aspects. On the contrary, a one-of-
a-kind experience in one country can serve as a universal 
guide for other countries. It should be mentioned that the 
neighborhood institute, which functions as a local self-
government entity in our country, is uncommon in other
