7.4.4.1 Quality
Assurance in the ISO ISO 9001 gave details on the requirements of quality management systems. When there is a contract between the parties and the manufacturer who wants to display its capabilities, the emphasis is on its potential in design and manufacturing with high quality. These requirements investigate the compatibility between the stages of design and manufacturing in terms of quality. 232 Project Management in the Oil and Gas Industry The ISO 9001 shows a model for quality assurance during the design, development, production, and use of the product. 7.4.4.2 The Responsibility of the Contractor (Manufacturer) The definition of manufacturer in ISO 9001 refers to the one who engages in the manufacturing or supplying of the product, as well as the one who is supplying the service required of it. In all references of study, control and quality assurance have been identified. In the case of construction projects, the company is the contractor for the establishment and implementation as well as the engineering office, which offers the service represented in the design and preliminary engineering drawings. It is clear that the first responsibility during the process of TQM is the responsibility of the manufacturer. Whether that is the office- engineering consultant or construction company, they must make sure the plant and anything or everything that comes out through this foundation must match the specifications required by the owner or the party of the owner if the owner is represented in a company or institution. The result became moving different products between countries and continents with free trade. Now there is talk that the world is smaller through international trade agreements and its attendant laws and mech- anisms help the trade between countries, which now has an impact on the industry with its various types. So it rests with you to achieve the requirements of the open market, which has led to fierce competition among different companies in the field of construction. We find the presence and proliferation of offices, international consulting, or multi- national contracting companies exist on the map of competition in the Arab world. The competition between these companies stems primarily from the followers of quality assurance systems. In fact, the competition, conflict, and their interaction led to the presence of some different administrative regulations. For comprehensive quality and emphasized quality control, work had been done to make these systems helpful for companies to deal between different countries. The overall quality assurance systems depend, basically, on customer satisfaction achieved by adequate revenues, which help them get a good reputation in world markets and allow them to compete. The knowledge of environmental requirements of the state may affect the quality of implementation and the return of the project since the designer designs piles on the basis that they are close to the residential The History of Graphene 233 community and the work on these piles might exceed the permissible lim- its of noise. Thus, it requires a change in design, such as the use of piles of discharge. There are some basic steps that should be important to the company, which deliver the service to improve quality. The main steps include that the senior management level would be interested in the importance of con- trol and quality assurance through comprehensive quality leadership. The second step is that the management level would provide an atmo- sphere that helps in dealing with the rules of quality assurance easily and make sure that all employees are following instructions and steps of quality assurance. These reasons are often constraints faced by the administrative level and they are raised by engineers and junior staff. Senior management should pay close attention to the training process by organizing training courses for all the employees of an organization on the quality assurance procedures and technical labor in particular. 7.4.4.3 Responsibility of the Owner It is noted that many problems arise because of the bad quality of the final product or non-conformity of the project to the required specification, which is the fault of the owner or applicant because he or she may not have defined the desired product or specifications clearly. Therefore, the contractor must have all the required and completed data and this is the responsibility of the Consultant Office of the owner. Figure 7.1 shows the relationship between the three parties: the owner, the contractor, and the consultant.
