5.4 Administrative Organization for Total Quality
Management In each company there must exist a team of total quality management that demonstrates in the project organization and the company organization as shown in the figures below. The following figures present various organiza- tions and their relationship between different departments and the rela- tions between the quality management team and other teams. Figure 5.4 shows the administrative organization of the construction management on site, where we find quality control on the map of the administrative organization and its relations with the project manager and members of the team. Figure 5.5 shows the administrative organization of the company. This company may be the office of the engineering company or contractor. It is clear that the presence of a special management quality system is based on follow-up and the existing manual of quality system with the presentation of the procedures and the required instructions to achieve the desired quality. We also find that the quality general manager is in the same administra- tion level with the project’s general manager of the company with a direct relationship with chairman or to the Chief Executive Officer (CEO), which give the quality manager the required power to follow-up with the quality system in the whole organization. It is, therefore, from the beginning when we want to make sure that the company has a system of quality assurance. E Resource Hiring 155 organizational structure of the company, which can determine what the role of the quality system is and its impact within the company. It is worth mentioning that when reviewing tenders and bids for any company, you have to carefully review the organizational structure through the quality of staff and their relationship with various departments and determine what the location and importance of quality is for the company. From here we find that, in modern organizations, which take into account quality, you must see an existing slot to the quality general direc- tor, which has direct contact with the chairman of the company, as it gives him power and speed in decision-making.
