The Russian Officer Resettlement Certificate Program in
 Tver Oblast 
The Russian Officer Resettlement Certificate program in the Oblast of Tver started on December 9, 1994.  At the
time of the of the program suspension on May 31, 1995, 131 officers. had received certificates.  This represents 37
percent of the 350 officers who would have been housed under the terms of the MOU which was signed on
November 15, 1994.
Site Selection:
In Tver Oblast the city of Tver was selected to participate in this program, because there were three developers who
had many projects at or near completion.  This Oblast which is located between Moscow and St. Petersburg on the
Baltic-St. Petersburg-Moscow highway benefits from the transportation of goods, as well as its placement between
Russia’s two largest cities.  The city and Oblast were also willing to cooperate on implementing the program.  With
the Pricing Center in the Oblast's administration Department of Construction, pricing data was supplied by this
agency.
Bank Selection:
Tveruniversalbank, an ISB, had its headquarters in Tver.  Moreover, this was the only ISB in the Oblast, and
Minstroi was strongly in favor of us using Tveruniversalbank  The bank was given an RFP and their proposal was
reviewed by Abt.  In addition the bank offered to be the clearing house for the funds to all the other banks
participating in this program.
The subcontract signed between the bank and Abt Associates provided that Tveruniversalbank would receive $ 800
for every processed officer.  For the 129 officers who have closed on their units, the bank has received $103,200 in
payment.
A modification to the subcontract was signed adding a new task : verification of officer occupancy of their units. 
The bank received $ 4,000 to do this additional work.  To date they have verified that 82 officers have moved in.

Pricing:
The Department of Construction for the Oblast sent us pricing data and the pricing projections were done by Abt
Associates Inc.  The amounts paid for the redemption of the certificates are listed below:

Certificate extensions and cancellations
Within one month of receiving their certificates, officers had to find a housing unit, negotiate the price, and sign a
presales contract  with the offeror or owner of the unit. This contract defined the terms and conditions of the sale,
and committed both the buyer and the seller to complete the purchase transaction within three months.
Occasionally the officers were unable to sign the presales contract within one month of having received their
certificates.  The bank, on behalf of the officers applied to Abt associates Inc. to have the one month deadline for
signing the pre-sale contract extended, and Abt Associate gave the bank the decision after consulting with USAID. 
Usually an extension was requested if the officer was unable to return from the Baltics in time to sign the pre-sale
contract.  When an officer was granted such an extension, the officer still had to sign the final closing contract
within four months of  receiving the certificate.  Since most of the available units were at or near completion,  most of 
the officers were able to sign the pre-sales contract soon after receiving their certificates.  
If the builder was unable to complete the unit on time, or if the builder backed out of the pre-sales contract, the
officer would be granted an extension of the four month deadline to close on a unit.  Again an application for
extension was submitted by the bank and the decision reached after consulting with USAID.

Issues
Shared participation contracts and its repercussions vis-a-vis BTI registration.
A number of officers were unable to get BTI registration for units purchased in a cooperative.  The BTI office
refused to give the registration because the issue of land ownership had not been resolved between the developer
and the Oblast.  The Oblast department of Construction was asked to intervene to resolve this issue, and to make
sure that the officers were able to register.  The BTI office agreed after the Department of Construction met with
them.  The majority of the officers who have moved into these units have yet to register their units ; however, the
bank has notified the officers that they are now able to do so.
The attached tables provide information on certificate issuance and closings in the Oblast of Tver.

Military Housing Certificate Program
Lessons Learned
Much has changed in Russia since the start of the certificate program in September 1994 and its completion in
December of 1995.  The computerization of banks, the improvement of telecommunications influx of western
investors has changed the working environment in Russia.   The lessons learned might not always be applicable to
new projects that are starting up in Russia.   On the other hand the approaches used in surmounting the problems we
encountered in implementing the certificate program can be applied to other projects in Russia.
Lack of understanding between the lead agency ,Minstroi and USAID / Abt
Prior to starting the implementation of the certificate program, sites had to be selected.  A representative from
Minstroi, would accompany a representative from Abt to the sites, and introduce Abt to the local administration, the
relevant departments, and introduce the program.   Although according to the program as established between the
two countries, the maximum an officer would receive for a unit was $25,000 ; Minstroi wanted to have every officer
receive a certificate with  a value of $25,000.  Therefore on subsequent meetings with Oblast representatives, when
we found out about the misrepresentation of the program, it would take a great deal of effort to convince the Oblast
that the program defined a $25,000 maximum.  By writing a clearly stated program summary and having it translated
into Russian we were able to immediately impress upon our counterparts the validity of our claim.  Although the
municipal manual and the banking manual that would later be handed out to the relevant parties stated all of the
program procedures, a two page summary prevented a great deal of future misinterpretations and
misunderstandings.
Fractured building and real estate infrastructure
In the Soviet State the construction hierarchy was very clearly defined.  With the dissolution of the Soviet State the
big construction  organizations (kombinats) started falling apart, especially with no moneys being poured in from the
central government.  On initial site visits, we would therefore see many buildings that were in some state of  "near
completion", we would later find out that these buildings had been in this same state for many months or even years. 
In order to complete the buildings within the required period, great work forces would have to be mobilized.  In
almost every instance the buildings were completed, though often with delays.  In making the site selection, we
should have also found out how long the buildings had been dormant, because this would have allowed us a more
realistic estimation of the construction schedule.  Although, at the time real estate research firms were not so readily
available in some of the smaller cities they are now, and these firms would have been able to supply us with the
information needed.
Weakened economic state of post Soviet Russia
With the shattered economy of present day Russia, the administrators, and the developers were most eager to have
money pumped in for the completion of the project, rather than having the completed project paid for.  Pre-financing
would help them defray large interest fees ( as high as two hundred percent at its peak).  In selecting the sites we
were able to convince the builders that they could complete one building, earn the monies for the completed building
and apply it towards the completion of the next.  This method worked well in the city of St. Petersburg, where we
were able to purchase one building at time.  The Department of construction the seller, would therefore be able to
use the money towards the completion of the next project.  By  the end of the project, after the municipal units had
been exhausted in St. Petersburg, the Department of Construction offered other developers loans for the completion
of their units that were to be sold in the certificate program.
Need for detailed supervision of the program at every level of its implementation
The program was to be administered by the Oblast administration, and the selected bank.  The local administration
would occasionally mislead the officers.  This again required that every aspect of the program as defined by USAID
and agreed upon within the MOU signed by all the participating parties be written, and given to the officers, and the
executing parties.  The presence of an Abt representative at every briefing, and the constant communications with
the Oblast and bank helped to keep misunderstandings to a minimum.

As defined in the program procedures, the State AKT (Russian certificate of occupancy), was required before the
builders would receive money for the unit.  In Russian building practices, however, a State AKT can be given to a
builder with a requirement to have the missing elements installed at a later date.  Missing elements such as elevators,
doors, toilet fixtures and electrical wiring was not uncommon.  This has been a common practice.  With lack of
resources, builders are likely to exclude all the elements that would make the house habitable.  The program
procedure, should have required an Abt trained building inspector, who would approve the completion of the
buildings after the State AKT had been issued.
Conflict of interest
If the seller of the units was the municipality or the Oblast, and the Pricing Center worked within the Department of
Construction, there is a greater likelihood of receiving skewed prices from the Pricing Center.  The prices we received
in St. Petersburg were from the Pricing Center, and the majority of the units sold in these cities belonged to the
municipality.  We were able to get independent sources to verify the prices.  In the case of St. Petersburg, we hired
AUREC to verify the prices.
Long Winters and extended Holidays
In addition to experiencing long winters which delay construction, we found that the the combined Christmas and
New Years celbration, extend well into the January.  The numerous other holidays (that are often extended beyond
the day of the holiday) also had to be taken into consideration in scheduling work
Support from the Administration
In a period when the political stability of many of the administrative heads was unclear, it became imperative to have
the MOU signed by the head of the oblast (governor).  INCLUDE C:\\VASHDOM\\REPORTS\\APPENDIX
