shall establish a program of fellowships to encourage out-

standing young scientists and engineers to pursue

choice. In establishing a program under this subsection, the

Secretary may enter into appropriate arrangements with
11
the National Academy of Sciences to help administer the
12
program.

.—The Secretary shall establish a program of fellow-

ships to allow outstanding senior researchers in energy re-

on the basis of past scientific or technical accomplishment
20
and promise for continued accomplishment during the pe-
21
riod of support, which shall not be less than 3 years.

.—The Secretary shall, in co-

operation with electric generation, transmission, and dis-

tribution companies and recognized representatives of em-
7
ployees of those entities, develop model employee training
8
guidelines to support electric supply system reliability and
9
safety.

.—The guidelines under

this section shall include—

(1) requirements for worker training, com-
13
petency, and certification, developed using criteria set
14
forth by the Utility Industry Group recognized by the
15
National Skill Standards Board; and

(2) consolidation of existing guidelines on the
17
construction, operation, maintenance, and inspection
18
of electric supply generation, transmission and dis-
19
tribution facilities such as those established by the
20
National Electric Safety Code and other industry
21
consensus standards.

AND BUILDING TECHNOLOGIES.

The Secretary shall establish a National Center on En-
3
ergy Management and Building Technologies, to carry out
4
research, education, and training activities to facilitate the
5
improvement of energy efficiency and indoor air quality in
6
industrial, commercial and residential buildings. The Na-
7
tional Center shall be established in cooperation with—
8
(1) recognized representatives of employees in the
9
heating, ventilation, and air-conditioning industry;
10
(2) contractors that install and maintain heat-
11
ing, ventilation and air-conditioning systems and
12
equipment;
13
(3) manufacturers of heating, ventilation and
14
air-conditioning systems and equipment;
15
(4) representatives of the advanced building en-
16
velope industry, including design, windows, lighting,
17
and insulation industries; and
18
(5) other entities as appropriate.

National Power Plant Operations Technology and Edu-

cation Center (the ‘‘Center’’), to address the need for train-
19
ing and educating certified operators for electric power gen-

eration plants.

and continuing education relating to electric power genera-

tion plant technologies and operations. The Center shall

conduct training and education activities on site and

SEC. 1507. FEDERAL MINE INSPECTORS.

In light of projected retirements of Federal mine in-
9
spectors and the need for additional personnel, the Sec-
10
retary of Labor shall hire, train, and deploy such addi-
11
tional skilled mine inspectors (particularly inspectors with
12
practical experience as a practical mining engineer) as nec-
13
essary to ensure the availability of skilled and experienced
14
individuals and to maintain the number of Federal mine
15
inspectors at or above the levels authorized by law or estab-
16
lished by regulation.

branch of the Government.

‘‘SEC. 702. COMPOSITION.

‘‘The Service shall consist of a Science and Technology
19
Board (hereinafter referred to as the ‘Board’) which shall
20
formulate and promulgate the policies of the Service, and
21
a Director who shall carry out such policies and administer
22
the operations of the Service.

‘‘SEC. 703. FUNCTIONS AND DUTIES.

‘‘The Service shall coordinate and develop information

for Congress relating to the uses and application of tech-

nology to address current national science and technology

policy issues. In developing such technical assessments for

Congress, the Service shall utilize, to the extent practicable,
6
experts selected in coordination with the National Research
7
Council.

‘‘SEC. 704. INITIATION OF ACTIVITIES.

‘‘Science and technology assessment activities under-
10
taken by the Service may be initiated upon the request of—
11
‘‘(1) the Chairman of any standing, special, or
12
select committee of either House of the Congress, or of
13
any joint committee of the Congress, acting for him-
14
self or at the request of the ranking minority member
15
or a majority of the committee members;
16
‘‘(2) the Board; or
17
‘‘(3) the Director.
18
‘‘SEC. 705. ADMINISTRATION AND SUPPORT.
19
‘‘The Director of the Science and Technology Assess-
20
ment Service shall be appointed by the Board and shall
21
serve for a term of 6 years unless sooner removed by the
22
Board. The Director shall receive basic pay at the rate pro-
23
vided for level III of the Executive Schedule under section
24
5314 of title 5, United States Code. The Director shall con-

tract for administrative support from the Library of Con-

gress.

‘‘SEC. 706. AUTHORITY.

‘‘The Service shall have the authority, within the lim-
4
its of available appropriations, to do all things necessary
5
to carry out the provisions of this section, including, but

without being limited to, the authority to—
7
‘‘(1) make full use of competent personnel and
8
organizations outside the Office, public or private,
9
and form special ad hoc task forces or make other ar-
10
rangements when appropriate;
11
‘‘(2) enter into contracts or other arrangements
12
as may be necessary for the conduct of the work of the
13
Office with any agency or instrumentality of the
14
United States, with any State, territory, or possession
15
or any political subdivision thereof, or with any per-
16
son, firm, association, corporation, or educational in-
17
stitution, with or without reimbursement, without
18
performance or other bonds, and without regard to
19
section 3709 of the Revised Statutes (41 U.S.C. 51);
20
‘‘(3) accept and utilize the services of voluntary
21
and uncompensated personnel necessary for the con-
22
duct of the work of the Service and provide transpor-
23
tation and subsistence as authorized by section 5703

of title 5, United States Code, for persons serving
1
without compensation; and
2
‘‘(4) prescribe such rules and regulations as it
3
deems necessary governing the operation and organi-
4
zation of the Service.

‘‘SEC. 707. BOARD.

‘‘The Board shall consist of 13 members as follows—
7
‘‘(1) six Members of the Senate, appointed by the
8
President pro tempore of the Senate, three from the
9
majority party and three from the minority party;
10
‘‘(2) six Members of the House of Representatives
11
appointed by the Speaker of the House of Representa-
12
tives, three from the majority party and three from
13
the minority party; and
14
‘‘(3) the Director, who shall not be a voting
15
member.

‘‘SEC. 708. REPORT TO CONGRESS.
17
‘‘The Service shall submit to the Congress an annual
18
report which shall include, but not be limited to, an evalua-
19
tion of technology assessment techniques and identification,
20
insofar as may be feasible, of technological areas and pro-
21
grams requiring future analysis. The annual report shall
22
be submitted not later than March 15 of each year.
