ployees of those entities, develop model employee training

guidelines to support electric supply system reliability and

(1) requirements for worker training, com-

petency, and certification, developed using criteria set

construction, operation, maintenance, and inspection

of electric supply generation, transmission and dis-

tribution facilities such as those established by the
20
National Electric Safety Code and other industry

consensus standards.

AND BUILDING TECHNOLOGIES.

The Secretary shall establish a National Center on En-
3
ergy Management and Building Technologies, to carry out
4
research, education, and training activities to facilitate the
5
improvement of energy efficiency and indoor air quality in
6
industrial, commercial and residential buildings. The Na-
7
tional Center shall be established in cooperation with—
8
(1) recognized representatives of employees in the
9
heating, ventilation, and air-conditioning industry;
10
(2) contractors that install and maintain heat-
11
ing, ventilation and air-conditioning systems and
12
equipment;
13
(3) manufacturers of heating, ventilation and
14
air-conditioning systems and equipment;
15
(4) representatives of the advanced building en-
16
velope industry, including design, windows, lighting,
17
and insulation industries; and
18
(5) other entities as appropriate.

spectors and the need for additional personnel, the Sec-

retary of Labor shall hire, train, and deploy such addi-

tional skilled mine inspectors (particularly inspectors with
12
practical experience as a practical mining engineer) as nec-
13
essary to ensure the availability of skilled and experienced
14
individuals and to maintain the number of Federal mine
15
inspectors at or above the levels authorized by law or estab-
16
lished by regulation.

experts selected in coordination with the National Research

‘‘SEC. 704. INITIATION OF ACTIVITIES.

‘‘Science and technology assessment activities under-

taken by the Service may be initiated upon the request of—

‘‘(1) the Chairman of any standing, special, or
12
select committee of either House of the Congress, or of
13
any joint committee of the Congress, acting for him-
14
self or at the request of the ranking minority member

or a majority of the committee members;

‘‘(2) the Board; or
17
‘‘(3) the Director.

‘‘SEC. 705. ADMINISTRATION AND SUPPORT.

‘‘The Director of the Science and Technology Assess-
20
ment Service shall be appointed by the Board and shall
21
serve for a term of 6 years unless sooner removed by the
22
Board. The Director shall receive basic pay at the rate pro-
23
vided for level III of the Executive Schedule under section
24
5314 of title 5, United States Code. The Director shall con-

‘‘SEC. 706. AUTHORITY.

‘‘The Service shall have the authority, within the lim-

its of available appropriations, to do all things necessary

to carry out the provisions of this section, including, but

without being limited to, the authority to—

‘‘(1) make full use of competent personnel and
8
organizations outside the Office, public or private,
9
and form special ad hoc task forces or make other ar-
10
rangements when appropriate;
11
‘‘(2) enter into contracts or other arrangements
12
as may be necessary for the conduct of the work of the
13
Office with any agency or instrumentality of the
14
United States, with any State, territory, or possession
15
or any political subdivision thereof, or with any per-
16
son, firm, association, corporation, or educational in-
17
stitution, with or without reimbursement, without
18
performance or other bonds, and without regard to
19
section 3709 of the Revised Statutes (41 U.S.C. 51);
20
‘‘(3) accept and utilize the services of voluntary
21
and uncompensated personnel necessary for the con-
22
duct of the work of the Service and provide transpor-
23
tation and subsistence as authorized by section 5703

of title 5, United States Code, for persons serving

without compensation; and
2
‘‘(4) prescribe such rules and regulations as it
3
deems necessary governing the operation and organi-
4
zation of the Service.

‘‘SEC. 707. BOARD.

‘‘The Board shall consist of 13 members as follows—

‘‘(1) six Members of the Senate, appointed by the
8
President pro tempore of the Senate, three from the
9
majority party and three from the minority party;

‘‘(2) six Members of the House of Representatives

appointed by the Speaker of the House of Representa-

tives, three from the majority party and three from

‘‘(3) the Director, who shall not be a voting

‘‘SEC. 708. REPORT TO CONGRESS.

‘‘The Service shall submit to the Congress an annual

report which shall include, but not be limited to, an evalua-

tion of technology assessment techniques and identification,
20
insofar as may be feasible, of technological areas and pro-
21
grams requiring future analysis. The annual report shall
22
be submitted not later than March 15 of each year.
