11. Traffic safety and labor protection
11.1. Traffic safety is the main indicator of the quality of station operation. Ensuring traffic safety is the most important task of all station workers.
To ensure traffic safety, it is necessary to properly select and train personnel. To positions related to the movement of trains, appoint workers who have the necessary knowledge, experience and have passed the established tests.
All-round improvement and improvement of working conditions is one of the important tasks of raising the people's well-being and preventing industrial injuries and occupational diseases. To increase the level of labor protection, it is necessary to achieve a radical strengthening of labor discipline and strict adherence to norms and rules. Labor protection requirements and technological regimes. Compliance with these requirements makes it possible to remove plant workers from hazardous areas or reduce the time spent in them.
11.2. In order to ensure traffic safety and labor protection, station employees are obliged to strictly comply with the requirements of the main documents regulating traffic safety: Technical Operation Rules, instructions for train movement and shunting work, Signaling Instructions, the technical and administrative act of the station and its annexes, orders and instructions State Railway Company and RZhU railway companies on issues of ensuring safety in train and shunting work and labor protection.
11.3. Organization of training and testing of knowledge on labor protection of railway transport workers is carried out in accordance with the system of labor safety standards.
Station employees' knowledge of the Rules of Technical Operation, signaling instructions, Instructions for train movement and shunting work, rules and instructions on safety precautions and industrial sanitation, job descriptions and responsibilities, and the Charter on the discipline of railway transport workers are periodically tested.
11.4. Shunting work at the station is carried out according to the established technological process and plan, ensuring traffic safety and labor protection of workers, as well as the safety of rolling stock.
11.5. Any repair of tracks, switches and signaling devices must be carried out with a mandatory entry about this in the inspection log of tracks, switches, signaling and communication devices Form DU-46.
11.6. The route for workers to pass through the station territory is marked with oversized areas, and the labor safety measures for station workers are set out in the local safety instructions for station workers.
11.6.1. Three-stage control log 1-stage station duty officer.
When entering duty and during duty, the station duty officer checks:
- general situation and readiness of shift workers for work;
- sanitary condition and lighting of premises and territories around the station;
- availability and completeness of a first aid kit;
- serviceability of loud-speaking announcement communications, train and shunting radio communications;
- makes sure through the train compiler and the fleet on duty that the cars are securely secured with brake shoes on the station tracks.
The station manager and deputy station manager constantly monitor the actions of workers to implement the first stage of control, and take measures to eliminate identified deficiencies.
11.6.2. The second stage of three-stage control is checked periodically once every ten days. Filled out by the station manager, deputy station manager or chief engineer of the station, authorized for labor protection of the station.
11.6.3. The third stage of three-stage control is checked periodically every month by the station manager, the chairman of the workshop committee and the station’s occupational safety engineer.
11.6.4. The station duty officer and the hump duty officer monitor the implementation of the shift plan, compliance with the established technological process, the order and duration of processing of trains, cars and documents and promptly take the necessary measures to prevent cases of violation of technological discipline.
Periodic control over the implementation of the technological process is carried out by the station manager and his deputies, the chief engineer and employees of the production and technical department.
