9.1 Security measures

9.1. Inspection, acceptance and delivery of wagons.
9.1.1. Cars arriving at the station on trains, as well as those located in finished trains in the sorting yard, are inspected commercially by train receivers in the manner established by the Rules for the commercial inspection of trains and cars.
9.1.2. Cars arriving from sidings serviced by a railway locomotive are inspected and accepted by the receiver (train compiler) directly at the cargo fronts after the completion of cargo operations.
When inspecting a wagon loaded on an access track, the wagon number is compared with the data specified in the transportation document; the presence and serviceability of seals and fastenings, the serviceability of the car body, the reliability of closing doors, hatches (including on the roof of the car), the correct loading and securing of cargo, the serviceability of the container and its compliance with the transported cargo, the number of seats are checked.
9.1.3. Cars delivered for unloading and loading on access tracks, except for cars that arrived at recipients, the procedure for working with which is specifically agreed upon, are handed over by the train compiler to a representative of the consignee or veterinarian. owner with his signature in the acceptance note.
When delivering cars to access tracks, they are inspected, during which erroneous delivery of cars to an inappropriate cargo front (access track), and delivery of loaded cars for loading among empty ones must be completely identified and eliminated.

9.2. Security of wagons and cargo
9.2.1. Shift workers are responsible for the safety of cargo and wagons in the station parks. The security of wagons delivered to the access roads is provided by the employees of the access roads.
9.2.2. At the beginning of the shift, in assigned areas, the presence and serviceability of seals on cars, primarily with valuable cargo, cargo shifts, and possible damage to cars and cargo are checked. If commercial faults are detected, the shift worker responsible for this area is informed about this, and measures are taken to eliminate defects and access to the cargo.
9.2.3. If commercial faults are detected in the arrival parks of wagons and containers with signs of theft or the possibility of access to cargo due to damage to the body of the wagon or container, with damaged or missing seals (when there are marks on their presence in the wagon sheet), train receivers must immediately eliminate access to the cargo, apply control seals without checking the cargo and inform the station train receptionist about this, who draws up a general report indicating the time of application of the seal and control marks.
The train receivers make a note about the application of the seal in the Car Sealing Book. The station train receptionist reports each such case to the line police department and paramilitary security, as well as to the shunting dispatcher.
Checking the safety of vehicles transported on open rolling stock is carried out by train receivers together with paramilitary security workers.
9.2.4. The hump workers and, above all, the speed controllers of the wagons, can detect commercial faults in wagons with valuable cargo in the marshalling yard; they report this to the hump duty officer, who informs the VOKhR, the line police department and the senior train receiver, who directs the receiver to the wagon and compiles act of general form. If necessary, the hump duty officer will organize security for such cars.
9.2.5. If wagons and containers with signs of theft or possible access to cargo are detected in the shunting areas, marshalling yard of the station, the train compiler informs the DSC, DSP, DSPG and the representative of the paramilitary security about this. The station duty officer notifies the local police department about the theft.

9.2.6. When forming trains, DSPG is obliged, whenever possible, to place cars with cargo that requires escort by paramilitary guards in one group and ensure their accelerated progress.
