9.3. Commercial Troubleshooting
9.3.1. Train receivers, having discovered cars in trains arriving at the station that require inspection, correction of loading or reloading, transmit to the senior operator of the STC the numbers of uncoupled cars and the number of the specialized track of the marshalling yard to which they should be sent.
9.3.2. It is prohibited to include on trains (an addition to the list set out in clause 210 of the PTE) cars that have commercial defects that threaten the safety of train traffic and the safety of transported goods;
the frontal beam by more than , except for timber 400 мм, for which 270 ммthis exit should not exceed 500 мм; damage to cargo securing (broken racks, pads, wedges, spacers, thrust bars, rupture and weakening of wire ties, absence or damage to end fencing panels, etc.);
- carriages without seals, if the carriage list contains a mark indicating their presence, and with damaged seals;
- cars with signs of theft or loss of cargo, the possibility of access to the cargo due to damage to the car body, leakage of cargo from the body, car or tank boiler, with the exception of dark petroleum products, the leakage of which is allowed no more than 60 drops per minute;
- wagons that have not been cleaned of the remnants of previously transported cargo, if there is no record of their passage to a cleaning station, washing station, etc.;
- cars with fastening details that have not been removed (wire, twists, etc.).

9.4. Procedure for acceptance and transfer of transportation documents
during technological operations
9.4.1. The procedure for packing transportation documents.
9.4.1.1. Transportation documents for all trains of their formation, as well as for transit trains passing through the processing station, must be handed to train locomotive drivers in collection bags.
9.4.1.2. Before packing the documents, the STC operator is obliged to carefully check the presence of all documents (carriage sheet, road manifest, waybill and the attachments listed in them), the correctness of their selection and compliance with the full-scale sheet.
9.4.1.3. Transportation documents for the formed train composition, selected according to the actual location of the cars in the train and packaged in the prescribed manner, as well as one copy of the full-scale sheet, are placed in the collection bag.
9.4.1.4. The collection bag is sealed with a station seal in the manner established by the sealing rules.
9.4.1.5. A control form, form DU-81, is pasted onto the bag with the documents, which indicates: the train number and train index, the number of the head and tail cars, the formation station, the date, and the operator’s surname.
9.4.2. The procedure for transferring transportation documents to the train of your formation. After collecting the documents for the train of his formation and packaging them, the STC operator indicates the driver’s name in the document acceptance book and, at the direction of the station duty officer, transfers a collection bag with documents opposite the MRC post to the locomotive driver for signature in the book f. DU-40.
9.4.3. The procedure for accepting transportation documents upon train arrival at the station. Upon arrival of the train at the station, the train locomotive driver hands over the bag with transportation documents directly to the STC operator with all copies of the full-scale sheet. The STC operator, having made sure that the documents belong to the given train, the integrity of the cash-in-transit bag, string and seal, records in the document acceptance and delivery book the date and time of receipt of documents, the train number, the number of the cash-in-transit bag and the driver's surname. The STC operator certifies the receipt of documents with his signature in the driver’s itinerary in the “Comments” column.
9.4.4. The procedure for accepting and submitting documents for the delivery or removal of wagons to and from the freight yard.
9.4.4.1. After decommissioning the train of cars for delivery to the cargo yard, the STC operator draws up a full-scale sheet f. DU-1 in two copies, selects documents for loaded cars, checks their completeness, correctness of their selection and compliance with the full-scale sheet, packages them and puts them in a collection bag, which is sealed with the train receiver's sealing vice. The imprint number is indicated on the full-scale delivery sheets, one of which remains in the STC, and the other along with the documents at the freight yard when the wagons are supplied. In addition, the full-scale sheet indicates the name of the train compiler, who is given a bag with documents.
The train compiler signs in the STC document transfer book about the receipt of documents. In case of damage to the collection bag, string and seal, the STC operator draws up a general report, which must reflect the nature of the detected defects, and if there are missing documents, also the number of the car for which there are no documents . The general form act is drawn up in two copies, which is signed by the STC operator. The first copy of the report remains in the station’s files, the second is sent to the head of the relevant locomotive depot for investigation.
After the shunting train arrives at the freight yard, the train compiler, first of all, hands over the bag with documents to the acceptance and delivery person for the placement of cars, who checks the integrity of the seal and the safety of the documents; signatures are made in a special book: the acceptance and delivery person in accepting documents, the train compiler in handing over.
9.4.4.2. When cleaning a group of cars from the freight yard to the station, the acceptance and delivery person for the placement of cars writes off the documents ready for cleaning for the cars, checks their completeness and compliance with the original sheet, puts them in a collection bag, and seals it with a vice of the cargo yard. Next, the bag with documents is handed over to the train compiler for signature in the document delivery book. The train compiler delivers the bag to the STC, hands it over to the STC operator against signature in the document acceptance book from the freight yard.
9.4.5. The procedure for receiving and transmitting transportation documents for local cars arriving for unloading at non-public places.
9.4.5.1. Upon arrival at the station of wagons with local cargo supplied along the routes of enterprises and organizations, the STC operator puts the documents for such wagons in a special cell, then, against signature in the document delivery book, transfers them to the goods office to the acceptance and delivery person along the access roads, who registers the documents in the arrival book.
9.4.5.2. After issuing transportation documents for the wagons loaded on the access tracks, the acceptance and delivery person submits the documents against signature in the document delivery book to the STC operator, who registers the accepted documents for local wagons in a special book.
