7. Organizing local work

7.1. General provisions
7.1.1. Local work at the marshalling yard includes:
- shunting work with cars arriving for unloading, loading, cargo sorting;
- carrying out cargo operations in public and non-public areas, container points, cargo sorting platforms, as well as on access roads and routes of contractors adjacent to the station.
7.1.2. Management of local work is based on:
- maintaining continuous numbered records of the presence, location and condition of local cars on station loading and unloading tracks (under loading, under unloading, etc.);
- constant information about the approach of trains and wagons with cargo, about the progress of cargo operations, etc.;
- continuous contact in work with DSC, DSPG, STC of the station on issues of station work that depend on local work (establishing the order of disbandment of trains, planning train formation, train departure, etc.).

7.2. Operational management of local work
7.2.1. When coming on duty, the shunting dispatcher (DSS) gets acquainted with the shift plan, the presence of local cars on the tracks of the station and cargo points, the progress of loading and unloading operations, and the condition of the cargo fronts. Then he announces to the performers (DSG, receiver, compiler) a cargo work plan for a 4-6 hour period.
7.2.2. Before the start of supplying cars for unloading or loading to the unloading or loading front, the station's PSG notifies the consignee or consignor 2 hours before the delivery of cars to the unloading or loading front. The beginning of the notification time is considered to be the disbanding and disbanding of local cars through the hump (203 messages) on tracks 33 or 35 of the station's marshalling yard.
7.2.3. Guided by information about the approach of cars for unloading (loading), data from continuous recording of the presence, location and condition of cars (loaded - unloaded) on station and access tracks, the DSC plans and notifies the receiver about the procedure for performing shunting work for supplying and cleaning cars.
While on duty, the acceptance officer continuously monitors the availability of local cars at the freight fronts and their condition.
7.2.4. Before supplying cars for cargo operations, the train compiler, using the method of accelerated formation of multi-group trains, selects cars at supply points in such a way as to ensure the least amount of time and shunting resources for supplying, arranging and cleaning cars from loading and unloading points.
The train compiler selects wagons with small shipments and containers and arranges them on the site in accordance with the specialization of the sections of the cargo sorting platform and container platform, while being guided by the order of the cargo receiver for arranging wagons.
7.2.5. Upon completion of the supply and placement of wagons for cargo operations, the compiler reports to the DSG about the time of delivery of wagons, using radio communication.
6.2.6. Based on the notification received about the completion of cargo operations, the PSG, through the DSPG, instructs the train compiler to clean the cars.
7.2.7. The numbers of wagons removed from the freight yard are written off in the order of their location by the acceptance and delivery officer for the arrangement of wagons and transferred to the STC.
7.2.8. The numbers of cars removed from the access tracks are written off on track 36 by the STC operator when they are removed from the industrial zone.
7.2.9. The STC operator, based on the transportation documents received from the freight office, marks the decommissioned cars and draws up a sorting sheet for disbanding the transfer.
7.2.10. After accumulating local cars on the route of the marshalling yard, the train receiver presents them for technical inspection with an entry in the journal f. VU-14.
7.2.11. Before delivering the cars for unloading, the train compiler accepts the cars commercially from the train receivers and hands them over to the freight fronts after delivery. When removing empty cars after unloading, the train preparer accepts the cars from consignees in technically sound condition, and the train preparer hands over valuable and high-grade cargo from the access tracks to train receivers.
