    1. Organization of shunting work

The procedure for performing maneuvers at the station is regulated by the current regulatory documents of the railway administration and is reflected in the technological process of the station, the station's TPA and local instructions.
Shunting work must be organized in such a way as to ensure:

  • timely execution of technological operations;

  • unhindered reception and departure of trains from the station according to the established plan;

  • rational use of shunting facilities and rolling stock;

  • traffic safety, personal safety of workers, safety of rolling stock and transported goods.

To achieve these goals, the management of shunting work should be based on compliance with the following basic principles.
Maneuvers at a station (in a shunting area) must be carried out at the direction of only one employee (maneuver manager) - a shunting dispatcher (DSC), a station duty officer (DSP), a hump or yard duty officer (DSPG), and in areas equipped with dispatch centralization - train dispatcher.
To perform shunting work at the station, shunting teams are created. The shunting team includes: a train compiler, a shunting locomotive driver and his assistant, as well as car speed controllers, signalmen, operators of local switch control posts of the electrical center, and attendants of switch posts engaged in shunting work. Depending on local conditions (travel development, method of maneuvers, amount of work, etc.), in the presence of properly functioning radio communications, it is allowed for the driver and train preparer to perform maneuvers without assistants (“one person”). At the same time, labor productivity indicators increase, but the pace of maneuvers in many cases decreases and, therefore, the time standards for performing shunting operations may increase. Therefore, the decision to transfer the team to work “as one person” should be made on the basis of a technical and economic analysis of all possible consequences.
All issues of organizing shunting work at the station must be resolved based on the conditions for ensuring traffic safety. The most important conditions for ensuring traffic safety during maneuvers are:

  • compliance with established permissible speeds;

  • strict delineation of areas of operation of shunting locomotives, duties and responsibilities of managers of shunting work;

  • compliance with the order of movement of shunting trains along station tracks, from one area to another, etc.;

  • correct placement and securing of cars from leaving on station tracks, including cars with dangerous goods.
