10. Features of work organization
in winter conditions
10.1. Winter is the most difficult and crucial period in the operation of the station. The uninterrupted operation of the station depends on the quality and timely preparation of the shunting facilities, the implementation of technological and technical measures to ensure the fulfillment of established quantitative and qualitative indicators.
10.2. To ensure uninterrupted operation of the station in winter conditions, the following measures must be taken:
- staffing the staff;
- organize instruction and training for workers to work in winter conditions, especially those entering winter work for the first time in this position;
- ensure special briefing of workers associated with the movement of trains on safety measures during reception, departure and shunting work in conditions of poor visibility, fog, snowfall;
- carry out repairs and prepare all office premises for winter conditions and provide them with the necessary amount of fuel and household equipment;
- ensure the implementation of repair and improvement track work at the station and access roads;
- check the condition of track circuits, butt connectors, insulating joints, ensure that electrical wires are washed;
- at the station, clean the tracks and between the tracks from foreign objects, debris, used parts of the rolling stock and materials of the upper structure of the track;
- check the condition and ensure the necessary repairs of signaling and communication devices, lighting equipment at the station;
- ensure repair and availability of the required number of brake shoes at the station and access roads and create the necessary reserve for replenishment in case of malfunction;
- check the availability and condition of signal accessories, tools and equipment, ensuring the necessary repairs and replenishment;
- create a supply of equipment for snow removal, as well as sand or slag for sprinkling during icy conditions in places of intensive work and service passages;
- in order to ensure uninterrupted unloading of wagons, organize, together with the heads of enterprises and organizations, a check of the readiness of access roads in winter conditions.
10.3. When taking duty in winter, the station duty officer informs shift workers about the expected weather and, if necessary, reports a snow removal plan.
This plan is developed by the head of the track together with the head of the station for the entire winter period.
10.4. Snow fighting is organized in the following sequence:
- based on the measures developed by the department, the tracks are cleared of snow from the necks of the receiving and departure park, special attention is paid to the timely cleaning of the EC switches;
- in the receiving depot, first of all, the track on which the next train is to be received is cleared, then the tracks on which subsequent trains will be received are cleared;
- on the cargo fronts, the first to be cleared are the tracks on which minor work of loading and unloading cargo is performed. To ensure stable operation of the station during the winter period for the reception and departure of trains and the production of freight and shunting work, it is necessary:
- alternate train reception routes;
- in order to avoid solidification of the lubricant in the axle boxes of the cars, do not allow the cars to remain idle for a long time from the moment of arrival until the start of dismantling and delivery along the fronts of cargo operations;
- in order to avoid freezing of the switch points, during the break between trains and shunting movements, it is necessary to periodically move the switch points from one position to another;
- during periods of ice, shunting workers must sprinkle sand or fine slag on areas of intensive work, as well as on the station area in service passages.
10.5. When organizing work in winter, special attention must be paid to ensuring the safety of station workers in accordance with the Safety and Industrial Sanitation Rules.
