Output 1: Transition to 3P India supported. 3P India was to be a think tank to
drive PPP policy and institutional advancement to provide long-term support to
ensure the sustainability of PPPs. A draft plan on functions, structure, staffing, and
financing of the 3P India was prepared and proposed to the cabinet. However, the
plan was not approved since the establishment of 3P India slowed down.
Output 2: Prototype PPP cells developed: The prototype PPP cells, which were
to support the PPP project development and provide a replicable model for
institutionalizing PPP activities, were not developed due to delays in the approval of
experts under the consulting firm contract. As no PPP cell was proposed or
prepared, the targets of at least four projects being successfully processed by the
assisted PPP cells (output 2a) and at least four projects from the assisted PPP cells,
in addition to the
ones processed, were ready for structuring and project
development (output 2b), were not achieved. The TA, however, supported one
regional hub in Bengaluru in the appraisal of PPP proposals at different stages of the
project development cycle in various sectors such as agriculture, energy, health,
industrial infrastructure, tourism, transport, urban, sports, rural, and telecom.
Output 3: Appraisals and risk evaluation of PPP projects facilitated. The TA
assisted in the appraisal of 113 project proposals for the Public–Private Partnership
Appraisal Committee (21 proposals), Standing Finance Committee
(78 proposals), and Empowered Institutions and Empowered Committee
(14 proposals). The target of all PPP projects’ analytical and appraisal work being
completed within the government’s prescribed timeline (by 2019) was achieved.
