Output 4: PPP enabling framework and tools developed: No PPP policy and/or 
analytical works were delivered despite four studies being shortlisted in April 2019 
because the activities could not be implemented within the remaining 
implementation period (output 4a was not achieved). No new capacity building 
needs assessments conducted. However, the PPP expert delivered a training 
(“Training Program on PPPs for Government of Karnataka Officers” and “Orientation 
Program for Officials from Smart City Special Purpose Vehicle in Karnataka”) to 
more than 400 officials from the Government of Karnataka (output 4b was partially 
achieved). On the development of PPP framework or toolkit, the PPP expert hired 
under the TA supported the Government of Karnataka in developing a PPP enabling 
framework by (i) providing inputs on the institutional strengthening of PPP in the 
infrastructure bill, and the institutional framework for PPP with the Omnibus 
Importance of Infrastructure Act; and (ii) reviewing the organizational chart of the 
Karnataka State Industrial and Infrastructure Development Cooperation to 
strengthen the institutional framework for developing PPP projects (output 4c was 
partially achieved).

The TA did not achieve any of its target outcomes. Specifically, at the end of the TA 
completion period, 3P India did not become fully operational, no new prototype PPP 
cells were proposed or prepared, and the survey could not be conducted for 
sponsoring authorities to establish whether creation of pipeline for bidding out or 
structuring projects was expedited.
IED Rationale 
Despite the time extension and reductions in the scope of work, the TA results were 
not fully delivered. The TA did not achieve any of its planned outcomes, and only 
one of the four outputs was fully delivered. This validation assesses the TA less than 
effective.
