Information is always based on the will of a sender who issues the
information. It is a variable quantity depending on intentional
conditions. Will itself is also not constant, but can in its turn be
influenced by the information received from another sender.

Gitt then presents what he describes as five different aspects of
information. He takes for granted that information must be expressed
in the form of a code that employs symbols in some way, such as
an alphabet or the sequence of base pairs in DNA. He then describes
the lowest level of information as “statistics,” meaning the actual
sequence of symbols comprising the message. Gitt emphasizes that
Shannon’s theory treats information purely at the statistical level,
with no thought to any meaning the symbols might convey. The
second level is then “syntax,” meaning that certain sequences of sym-
bols become meaningful because of their ordering. The third level is
“semantics,” which refers to the meaning of the message. He writes:
Both the sender and the recipient are mainly interested in the
meaning; it is the meaning that changes a sequence of symbols

Theorem 13: Any piece of information has been transmitted
by somebody and is meant for somebody. A sender and a
recipient are always involved whenever and wherever
information is concerned.
