586 20 SULLIVAN W AY LAW RENCE BROOK SCHOOL B. No person shall park a vehicle in any of the designated parking stalls unless said person is a physically handicapped driver. C. All violators will be towed at the violators' expense. D. The Department of Public Safety shall make available to handicapped drivers stickers to be applied to their vehicles in order to permit police personnel to identify such vehicles and in order to assure access to parking stalls reserved for handicapped drivers. Any vehicle parked in a parking stall reserved for handicapped drivers which does not display the official state handicapped license plate or special identification from the Director of Motor Vehicles shall be presumed to have been parking in such a stall unlawfully. [Amended 9-10-79 by Ord. No. 79-174] E. All signing and installation shall conform to the specifications as prescribed by the N.J. Department of Transportation and the National Manual on Uniform Traffic Control Devices. Any owner of prem ises required to provide parking stalls for handicapped drivers or fire lanes who shall fail to provide such stalls or fail to maintain such stalls with adequate signing or striping or fail to provide adequate signing and striping for fire lanes shall be subject to a fine of not more than Five Hundred ($500.00) Dollars or Ninety (90) days in jail or both. & 209-17 VEHICLES & TRAFFIC & 209-17 F. No operator of a vehicle shall stand or park the vehicle in a parking space on public or private property marked for the physically handicapped, unless the vehicle is authorized by law to be parked therein and a handicapped person is either the driver or a passenger in that vehicle. In accordance with Chapter 201 of the laws of 1989, N.J.S.A. 39:4-197(3) c, any person parking a motor vehicle in a parking space restricted for handicapped drivers, which person shall be without a special vehicle identification card, shall be liable to a fine of $250.00 for the first offense and, for subsequent offenses, a fine of at least $250.00 and up to 90 days' community service on such terms and in such form as the court shall deem appropriate, or any combination thereof. [Added 12-10-90 by Ord. No. 90-63; Amended 10-28-03 by Ord. No. 03-34] G. No owner or operator of premises having parking stalls reserved for handicapped drivers and no tenant, contractor or other person may block access to such parking stalls reserved for handicapped drivers by the plowing, piling or placement of snow or ice in such spaces. This prohibition shall be enforceable in the East Brunswick Municipal Court. [Added 4-25-94 by Ord. No. 94-27] 20921 9-07
& 209-17.1 VEHICLES & TRAFFIC & 209-17.2 & 209-17.1. Parking of Trucks and Buses. [Added 3-10-80 by Ord. No. 80-221; amended 10-13-80 by Ord. No. 80-295; 4-25-94 by Ord. No. 94-26] It shall be unlawful to park any truck or bus registered in excess of four tons on any street, avenue, highway or portion thereof in the Township of East Brunswick between the hours of 11:00 p.m. and 6:00 a.m. on any day with the exception of trucks or buses actually being used for emergency service. Signs shall be erected giving notice of the prohibition set forth herein. The foregoing is not applicable to privately used campers and motor homes. [Amended 4-25-94 by Ord. No. 94-26]
A. No motor vehicle shall be parked on the streets or parts of streets designated in Schedule A, described in Schedule XXIX, which is attached hereto and made a part of this Ordinance on a daily basis during the hours designated in the said schedule unless: (1) The motor vehicle is owned or operated on a regular basis by a resident of the street, and (2)
The motor vehicle has displayed on its left rear window in such a manner as to be closely examined by a police officer a current residential parking permit, or in the case of East Brunswick Rescue Squad m em bers in the designated area of the Rescue Squad Headquarters, a valid East Brunswick Rescue Squad identity plate displayed on or in the vehicle. Visitors permits shall be hung from the rear view mirror or placed on the dashboard of the visitors vehicle. [Amended 6-27-88 by Ord. No. 88-936] (3)
The motor vehicle falls under one of the exceptions to the parking ban. B. Exemptions. The following motor vehicles shall be exempt from this parking ordinance. [Amended 6-27-88 by Ord. No. 88-936] (1)
Visitors. A vehicle displaying a current visitor parking permit may park provided that the operator of the motor vehicle is a bona fide guest of a resident within the permit parking area. The visitor's permit shall be displayed on the rear view mirror or the dashboard of the vehicle in such a manner as to be clearly visible by a police officer enforcing the parking regulations. vehicle is a bona fide guest of a resident within the permit parking area. (2) Contractors, Service and Delivery Vehicles. Contractors, service and delivery vehicles bearing the name and address of a commercial business may park without a permit during the time they are rendering the service to the residents within the permit parking area. (3)
Emergency Vehicles. Emergency vehicles and public service, telephone and other public utility motor vehicles may park within the permit parking area during the time they are rendering services or repairs within the area. C. Applications. Applications for the parking permits under this Ordinance shall be made in writing on forms provided by the Special O perations Division of the Department of Public Safety. East Brunswick Rescue Squad members shall register their vehicles with the 20921.1 7-94
& 209-17.2 EAST BRUNSWICK CODE & 209-17.3 Special Operations Division of the Department of Public Safety. Permits shall be granted only under the following terms and conditions. [Amended 6-27-88 by Ord. No. 88-936; 8-14-89 by Ord. No. 89-47] (1) To persons who are residents on said street or portion thereof upon which parking is restricted by this ordinance, a permanent permit, valid for one year shall be issued for every vehicle owned or principally operated by such person. (2) Two visitor permits shall be issued to each residential unit on any street or portion thereof upon which parking is restricted by this ordinance for use only by visitors to that residential unit. (3) The application shall consist of: (A)
The application will constain a paragraph stating that the permits will be revoked for misrepresentation, misuse or abuse. (B) The application will be signed by the person applying for the permit. (C) Date of Issue. (D) Name of Applicant. (E) Address of Applicant. (F) Telephone Number of Applicant. (G) A valid registration and plate number for each residential parking permit issued will be necessary. (Visitor permits excluded) D. Penalty. Any person who violates any provisions of this Ordinance shall upon conviction thereof in the East Brunswick M unicipal Court, be punished by a fine not exceeding $100.00. A separate offense shall be deemed committed on each day during or on which a new violation occurs or continues. If any provisions of this Ordinance or the application of such provisions to any person or circumstances is declared invalid, such invalidity shall not affect other provisions or application of this act, which can be given effect and to this end the provisions of this act are declared to be severable. & 209-17.3. The Township Administration is Authorized to Establish a Senior Citizen Center Parking Lot. [Added 4-22-91 by Ord. No. 91-44] A. Said parking lot shall be that portion of the parking lot adjacent to and in the area of the Township Senior Citizen Center designated by the Administration. The Administration shall designate the same by painting blue stripes on the surface of the pavement and by posting appropriate signs at or near the approaches to said parking lot. B. On weekdays, other than public holidays, no person shall park a motor vehicle in the East Brunswick Township Senior Citizen parking lot between the hours of 8:30 a.m. and 3:00 p.m. unless (i) such person is a member of the East Brunswick Township Senior Citizen Center, and (ii) such person displays on the vehicle a decal issued by the Senior Citizen Center indicating that the person is a member of the Center. 20922 9-91
& 209-17.4 VEHICLES & TRAFFIC & 209-20 & 209-17.4. Designation of Handicapped Parking Spaces. [Added 4-22-91 by Ord. No. 91-44] Four parking spaces, in addition to those already designated as handicapped parking spaces, are hereby established in the East Brunswick Township Senior Citizen Center parking lot. The location of the four additional spaces shall be as designated by the Township Administration. All parking restrictions applicable to the existing handicapped parking spaces will be applicable to the handicapped parking spaces created by this ordinance. ARTICLE III Truck Exclusions & 209-18. Trucks registered four (4) tons gross weight or over. [Amended 11-25-85 by Ord. No. 85-709] Trucks registered four (4) tons gross weight or over are hereby excluded from the streets or parts of streets described in Schedule X except from the pickup and delivery of materials on such streets, said Schedule X attached to and made a part of this chapter. ARTICLE IV One-Way Streets & 209-19. One-way streets designated. The streets or parts of streets described in Schedule XI attached to and m ade a part of this chapter are hereby designated as one-way streets in the direction indicated.
No person shall enter a street at any of the locations described in Schedule XXXI. & 209-19.2. Parking on One-Way Streets. [Added 6-10-92 by Ord. No. 92-21] Parking on one-way streets shall be regulated as set forth on Schedule XXXII attached to and made a part of this chapter.
Pursuant to the provisions of N.J.R.S. 39:4-140, the streets or parts of streets described in Schedule XII attached to and made a part of this chapter are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street, except where yield signs are provided for in the designations. 20923
