INTRODUCTION (annotation of doctoral dissertation)
Topicality and relevance of the theme of the dissertation. In the
conditions of open information system, the importance of solving global problems connected with the information and informational-psychological security of the individuals, society and state is constantly growing throughout the world. At the present perilous and difficult time of intensification of informational fights and ideological processes, it is especially of great importance to protect our youth from various ideological threats, urge them to fight consistently against pressures that may pose a serious danger to our peaceful life, to form in them conscious attitude towards the society and its members, and to develop a sense of concernment for occurring events.
In the early years of independence, the following issues were determined as important tasks: consolidating the spiritual bases of the independence of the Republic of Uzbekistan, inculcating in the minds and souls of youths the feelings of national idea and love for Motherland, building a democratic society and a legal state in our country, establishing the human interests as the highest and priority value and forming the people of the new era who have unshakeable ideas and strong beliefs in the ideological processes occurring in our spiritual and everyday life. National idea is considered the main source of providing the development of the nation and its stability. It is natural that “since there exists life and there are countries, states and their interests, they try to determine own way of development and future horizons through their national idea and national ideology”¹. Because it will be possible to provide the freedom of the nation and its peculiarities only then when its spirituality and national idea turn into material strength.
Having a social character, the idea develops as a reflection of the activity of the human society. Usually, certain ideas develop in the mind of an individual. Having been well-processed, they spread in different layers of the society and among various tribes and nations, as well as turn into the motive of their activities. Stepping along the road to independent life the new generation are brought up under the influence of creative ideas existing in the society; they accept certain views and ideas into own beliefs, as well as create and propagate new ideas. “The essence of such principles as harmoniously developed human, social cooperation, international friendship and interreligious tolerance making the organic components of our national idea stipulates that the cultural, spiritual and educational activities shall be put in the centre of the reforms being carried out in our country today, that they should be raised to a new stage and that our younger generation should be brought up to be all-round free thinking people with a sound worldview”².
To some extent, this dissertation research serves to perform the tasks stipulated in the Law of the Republic of Uzbekistan “About the state policy on
youths” of 14 September 2016, Resolution No.451 of the President of the Republic of Uzbekistan “On propagating the national idea and increasing the efficiency of spiritual and educational activities” of 25 August 2006, Decree PD-2124 “On additional measures aimed at the realization of the state policy on youths in the Republic of Uzbekistan” of 6 February 2014, as well as in other normative and legal documents adopted in this field.
