Chapter V. Ethical Obligations of Branch Management and Procedures for Avoiding Conflicts of Interest in Professional Activities


Article 17. Obligations of the leader
The management and the heads of the structural unit (hereinafter referred to as the head) should be an example of high professionalism, objectivity, purity and justice towards the employees subordinate to them, or its structural unit and should contribute to the formation of the positive, moral and psychological environment in the branch. The leader should not demand subordinate employees to perform tasks outside the scope of their official duties, and also should not encourage them to commit illegal actions.
The leader in his activity:
- selection and placement of personnel based on kinship, fellow township, community or personal loyalty, and not allowing discrimination in labor relations;
- not allowing groupism, localism, favoritism, as well as other negative factors to arise in the course of performing one's duties;
- not to be rude, not to humiliate people's honor and dignity, not to affect them psychologically and physically;
- to prevent conflicts of interests and take timely measures to regulate them;
- taking measures to prevent corruption;
- to create a comfortable workplace for the professional and intellectual development of employees, free use of modern computers, the Internet, the library fund and information resources, recreation, rest, and physical training based on internal capabilities;
- employees must organize their activities effectively and treat the property and financial resources entrusted to them with care and economy.
In addition, the leader:
- to create an atmosphere of intolerance towards harassment and violence against women in the branch;
- to ensure women's rights, freedoms and legal interests protected from oppression and violence;
- use of effective methods to prevent harassment and violence against women in the branch, identify them, and put an end to them;
- to take measures to eliminate the reasons and conditions that lead to harassment and violence against women in the branch;
- identify persons prone to harassment and violence against women among employees and students and take measures to correct their behavior;
- cooperation with competent organs and organizations in protecting women from oppression and violence;
- is responsible for demanding and ensuring compliance of subordinate employees with labor discipline.
