OPTIMIZATION OF RELATIONSHIP BETWEEN DATABASES OF 
MONITORING SYSTEM OF PAYMENT OF EDUCATIONAL CONTRACTS

Abstract: Traditional methods of analyzing and forecasting systems to optimize 
their management are progressed on the basis of the latest information technologies of 
mathematical and economic modeling. optimization of relationship between databases 
of the system for monitoring payment for educational contracts, which is the basis for 
innovative development.

In modern market economy conditions for successful competitive activity in 
general, it is necessary to use new management principles adequate to the level of

modern economy based on innovative knowledge. In addition, methods for optimizing 
management need to use forecasting methods, as the direction of economic science, 
focused on the goals and objectives of sustainable systems functioning[1-3.c]. 
Traditional methods of analyzing and forecasting systems to optimize their 
management are progressed on the basis of the latest information technologies of 
mathematical and economic modeling. Particular attention is paid to the concepts and 
principles of managing of financial services, improving their efficiency through 
analysis and forecasting of quantitative and qualitative indicators, taking into account 
the specific features of the industry and the structure of society[1-5.c]. 
On the problems of analysis and forecasting of non-stationary processes in the 
economic literature, discussions are underway about the advantages of systematizing 
analysis and forecasting, but there is as yet no single apparatus for investigating 
nonstationary evolutionary processes. In this connection, the paper considers the issues 
of constructing the discrete non-stationary systems of economic direction for solving 
problems related to the improvement of the quality of financial services in the form of 
payment of educational contracts in higher educational institutions. 
The norms, rules, conditions and order of payment in Uzbekistan and for number 
of countries outside its borders, in particular in Russian Federation, Kazakhstan, 
Kyrgyzstan, Tajikistan, Ukraine, Azerbaijan, Georgia, Armenia are analyzed. In the 
Republic of Uzbekistan, payment is made in cases of students entering the contractual 
form of training after signing a contract for the provision of paid educational services. 
The order and the amount of tuition fees in higher education institutions of the Republic 
are approved by the Resolution of the Cabinet of Ministers of the Republic of
Uzbekistan No. 393 "On Approval of the Regulations on the Procedure for Admission, 
Transfer, Restoration and Suspension of Students in Higher Educational Institutions" 
of June 20, 2017 [2]. 
In accordance with it, the admission of applicants on a fee-contract basis is 
carried out by the State Commission on rating points of test tests on the basis of unified 
rules for admission within the limits of quotas for admission approved by the relevant 
resolution by the President of the Republic of Uzbekistan or the Cabinet of 
Ministers[2]. 
Tuition fees for applicants recommended by the State Commission for a fee-
contract form are paid annually on time (usually not more than a month) specified in 
the terms of the contract. According to the proposals of higher education institutions, 
based on their capabilities, the results of the competition and accumulated points, on 
the basis of decision of the State Commission, applicants can be admitted to study in 
addition beyond the quota. 
The tasks of designing the database of automation system for monitoring the 
process of training payment, which is a complex of subsystems that perform the 
functions of collecting primary credentials, processing data using special programs, 
and which are also provided storing of information and receiving of reports in the 
required format to the user on demand. The main fields of normative-reference 
information for constructing the infologic model of the database of projected system 
are described. Fields include data on students, groups, faculties, university (various

details, for example, name and number of the current account) and data on the bank in 
which the settlement account of the university is located. 
The form of relational model of database of automation system for monitoring 
the process of training payment is proposed with the aim of implementing a 
mathematical framework that includes relational algebra and relational calculus, as 
well as the language of SQL queries and ODBC extensions that are used to connect the 
user interface in 2-layer and 3-layer applications. 
The expert system, when checking relations for the correctness of 
communication in the fields of the first, performs the task of comparing the values of 
these fields. To be correct they must match. As the next task of the expert system, the 
operation of checking the correctness of assigning this document to a department 
employee in accordance with a certain level of access for "Edit", "View" and "Delete" 
operations for the document is assigned. For such situations, a method for determining 
the type of relations is presented. 
It is proposed to use a relationship in which there are fields "Edit", "View" and 
"Delete" that activate the corresponding operations, depending on the level of access 
for operations on this document. The methods of encoding such fields are shown. It is 
determined that, for a functional dependence, the field B of the table depends 
functionally on the field A of the same table if and only if at any given time for each 
of the different values of the field A there necessarily exists only one of different values 
of the field B, A and B can be compound. 
In the case of a many-valued dependence, the field A determines the field B of 
the same table in a multivalued way if for every value of the field A there exists a well-
defined set of corresponding values of B.
