CONCLUSION
During the years of independence, important democratic processes are taking place in the life of the people of Uzbekistan. It is no exaggeration to say that these years were a period full of unique historical events. The content of this period is evaluated differently by experts, general public and various news agencies. Despite the fact that deep democratic reforms are being implemented, representatives of some foreign organizations are trying to evaluate them in a particularly biased way. There are those who are ignorant of democracy, who have no experience in this field, who are "extending a helping hand" to Uzbekistan, and who are trying to "sharpen the mind" and rush to give advice. Everyone should have a clear civil position in order to understand who is biased in evaluating democratic processes, and whose intentions are corrupt, whose assessment is fabricated and contrary to real democracy and our national interests. You can't just show "goodwill" to someone and follow him. Not every piece of information or information can be taken for granted. Before that, it is necessary to think, reflect and react.
There are cases of deliberately distorting the democratic reforms in Uzbekistan, creating a negative image of our country in the world community by spreading false, unsubstantiated information. Uzbekistan is not a backward country on the edge. He did not appear yesterday and build his life today. At the moment, he is not relying on someone's help, support, or advice based on "risk-taking". It is not a country that will lose its way if someone does not advise it, and does not know what it will do tomorrow. It is a country with long historical roots, heritage, traditions of national statehood, and experience.
Unhealthy forces trying to "teach" Uzbekistan are being found, which are tied only to national values, are lagging behind world development and democracy. Or we are faced with situations where it is considered that if it is compatible with "Western lifestyle" and "Western values" it is democracy, and if it is not, it is against democracy. This is a serious mistake. Such a view will never serve democratic development. In order to achieve their goals, they are hoping to introduce more pure Western values, inculcate them into the minds and worldviews of some young people, and promote Western lifestyles, customs and traditions to make them indifferent and indifference to our national values.
It is known that democracy is not a process that is realized spontaneously only through principles and norms. Real democracy does not like games played under the guise of democracy. Democracy should not be a mere mask or become a mask for "certain unhealthy forces" to achieve their goals and interests. This is very responsible, especially in today's life, when the process of globalization is intensifying in the world, and peoples are connected to each other by various "strings", democracy requires more impartiality. Everyone who wants democratic development needs to consider their mutual interests. Democracy cannot be opposed to national interests. A democracy that is not aligned with the national interests of the people is not a real democracy. Because national interests embody the interests of a certain people, nation, and country. Democracy cannot be introduced by "force". People accept not just any democracy, but a democracy that serves their national development as they perceive it, with values, spirit and tradition in common. There is no single "model" of democracy that is acceptable to everyone. Where there are different peoples, different cultures, democracy gives its practical effect if it relies on its own national characteristics and values.
Uzbekistan is not a supporter of abandoning its national values by choosing the path of independent development. The possibilities and criteria of democracy are unlimited. It may not be the same everywhere.
For example, today terrorism has gained international scope. The attitude of the whole world to him should be evaluated equally in terms of essence, purpose and interest, and according to the method and means of implementation. The fact that it occurs in different circumstances, at different times and in different countries cannot be the basis for different evaluations or approaches to it. It also affects people's perception of democracy. If terrorist attacks are considered "terrorism" in the European part of the world, and "human rights defenders" in Uzbekistan, everyone who has seen it with their own eyes and suffered from it does not believe in democracy, but rather as a "game", a "mask" for it. , it is clear that it will start to be viewed as a "false value". In fact, democracy is a way of guaranteeing human rights and a culture of governance.
Therefore, in the relationship with "democracy" the countries of the world should treat it with the principles typical of an enlightened society and adopt the culture of evaluation, one-sided disclaimer remains important. For example, it is one-sided to think that if it is compatible with the "Western way of life" and promotes it, it is democracy, and if it is not compatible with it, it is not democracy. This is a dangerous and threatening situation for a nation that values and respects itself. The coexistence of different peoples, different cultures, and interests can only be realized in the conditions of real democracy.
Today's world has factors that guarantee democracy. Uzbekistan is not left out. For this:
People should have a civil culture related to the understanding of democracy: that is, real democracy, as distinct from fake democracy. In order not to simply follow or imitate the "democratic games" under the guise of democracy, it is necessary for everyone to have an alert mind and thinking to compare "what it gives to whom", "which interests" or not. Especially in a situation where the world is immersed in democratic processes, its revitalization is growing, and the number of its sympathizers and supporters is increasing, there should be a mutual balance in the ratio of understanding it.
The majority of the population should be ready for democracy, not be indifferent to it, and not lag behind the demands of world and national development in democratic consciousness and culture.
A true democratic society cannot be built on the basis of seeing, distorting and presenting one-sided interests in democracy. It can serve development only if it relies on truth and impartiality and harmony of national interests. Unfortunately, if "high culture" means only "Western culture", it is one-sided and a mistake. Both the "Western model" and the "Eastern model" of culture have the features and qualities of high culture. It does not serve educational development to consider that only the "Western model" has the power to "destroy" nationalism and traditions in culture based on new technologies. The "Eastern culture" model has already proven its ability to combine tradition and innovation in today's technology. The examples of today's Eastern countries (Japan, Malaysia) are sufficient evidence for this. Anyone with a common sense, who can distinguish true democracy, who has a little knowledge of the "democratic" state of Uzbekistan during the autocratic regime, can find evidence worthy of recognition in the case of independent Uzbekistan.
In this sense, for Uzbekistan, in the period of new technological changes, it is a "dangerous view" that contradicts the law of the development and diversity of cultures. The unbiasedness of such a view can lead to "establishing a single culture" in the world, showing that "one's own culture is superior" and seeing the manifestations of other cultures as "backward", in the end putting cultures against each other. Such a view is not very different from the single Communist idea and ideological view. Very close to each other. Only its shape is different. And the essence is one. This is completely incompatible with democracy and the democratic nature of changes in cultural life. The views of "Western industrial society", "Traditional society", "Asian society", "a less active type of society" will ultimately lead to a polar approach. Trying to put one culture above the culture of another people does not serve to guarantee democratic development in practice. Both "religious extremism" and "terrorism" that are on the rise in the world today are the only sources of danger for the democratic development of humanity. Today's countries have the opportunity to oppose it and eliminate its real causes. Attempts to understand it by connecting it with "collective consciousness and thinking", connecting it with the mentality of the peoples who believe in Islam, and trying to create a one-sided biased image of the world community about the religion of "Islam" have no basis. This can be seen and evaluated as a result of not being able to distinguish between "true Islam" and "Islamic extremism" which are two things that are completely opposite to each other, or not wanting to do so. For example, as some of our foreign "friends" write, "women are not discriminated against" in Uzbekistan. Even "blind people" know well that theaters are not closed for women. Therefore, trying to portray terrorists only as "Muslims" is a fabrication of people who cannot distinguish between "real Muslims" and "fake Muslims". Therefore, it cannot be the correct, enlightened way of fighting terrorism. "Terrorism" cannot be eliminated by fighting against the cultural heritage of peoples, which has been formed for centuries. Or it is impossible to achieve enlightened progress by changing it and destroying the unique and appropriate national culture.
Divide societies into "enlightened" and "unenlightened" societies according to differences in their national cultures, and divide them one by one. The attempt to oppose them is a different form of expression of the communist idea in the present conditions. It is as important as water and air for every citizen of Uzbekistan to be aware of what is the real purpose of using national, traditional cultures with money, loans and technologies as useless and even harmful. Its essence lies in the fact that "doing so will slow down the processes of destruction of traditional cultures and prevent the spread of European-style enlightenment."
That's it! So, today's world is full of unique conflicting events. In any case, distorting the democratic cultural life in Uzbekistan, trying to evaluate democratic processes based on the requirements of "European lifestyle and culture", "risking" our desire to develop democratic processes in Uzbekistan in accordance with our national-cultural heritage and values is not in vain. it should not be so difficult to realize that there are hidden goals.
In such conditions, citizens, representatives of every young generation should have a strong sense of respect for our national values, respect their customs and traditions, love their history, keep their honor and dignity high, preserve their independence, protect it. closely related to doing.
