HISTORICAL STAGES OF BUILDING A DEMOCRATIC SOCIETY IN UZBEKISTAN

Mirzo Ulugbek (1394-1449)
A great astrologer, statesman, patron of science and culture, a scientist who built an observatory and created an astronomical school in Samarkand. The masterpiece of his scientific heritage is the work "Zizhi jadidi Koragoniy", "Treatise on determining the sine of one degree", "The history of four nations" also belong to his pen.
Alisher Navoi is one of the major classical figures of this period. As a theoretician and practitioner, he makes a great contribution to the development of the just foundations of state policy and its moral criteria. In particular, his views on the fact that injustice and tyranny lead the state to decline and society to ignorance are expressed: "...when I was an official engaged in public work, my mental property was polluted by the attacks of various people. Sometimes I sat in the seat of the emir and asked the people's wishes in the government court, and sometimes I served as a minister next to the king and showed kindness to the people who were looking at me with hopeful eyes 28.

Alisher Navoi (1441-1501)
Founder of Uzbek classical literature, thinker and statesman. The great lyricist who showed the charm of the Uzbek language to the whole world with his "Khamsa" "Badoyi ul-bidaya", "Navodir ul-nihoya", "Zubdat ut-tawarikh", "Chor kitob", "Majolis un-nafais", He also left us such works as "Mahbub ul-Qulub".
A lisher Navoi seeks the essence of social ills related to the human psyche in his views on justice. Analyzes the causes of evil in society. In order to achieve a just society, he draws attention not only to the justice of the king, but also to the need for fair and healthy relationships between citizens: "I have met all kinds of people in the world; I learned the verbs of big and small; I experienced the qualities of good and bad; I drank the juice of good and evil and tasted its poison. "My heart immediately felt the pain of the mean and lowly, and the salve of generous people 29. " At the same time, he attributes the nature of the vices associated with the human psyche as follows: "The reward for goodness is rudeness; You will not see a different attitude from arrogance to a polite gesture. If you do someone a favor, you should be ready to take ten blows from him; If you show a little humility to someone, you should be prepared for 30a thousand rudeness and insults." Thus, in the work "Mahbub ul-Qulub" he achieves a comprehensive theoretical system of social relations of society, generalization of moral obligations between citizen-society-state, based on his views on the character and condition of various people, the nature of good character and the nature of bad character.
