TOPIC 2. SOCIAL AND POLITICAL PROCESSES IN UZBEKISTAN ON THE EVE OF INDEPENDENCE.

Educational purpose of the lesson: to inform students about socio-political processes in Uzbekistan on the eve of Independence.

1. The acute and serious situation that arose in Uzbekistan at the end of the 80s of the 20th century.

Dramatic changes in politics occurred in the history of the USSR in the 80s of the 20th century. These changes were connected with the policy of “reconstruction”. The process of “reconstruction” in the USSR was preceded by a purely political goal from the beginning. And the economic reforms gained subordinate importance to it. Soon, a major difference was seen between the accelerating political processes (transparency, democracy) and the sluggishly developing economy. At this time, the Uzbek SSR, which was a component of the USSR, was also put into the whirlpool of reconstruction, and its laws were in effect.


The first phase of reconstruction (1985-1986), mainly administrative and organizational activities were carried out in traditional methods. One of the tasks set on the agenda at this stage was to raise the fundamental economic development in society and, accordingly, to activate the human factor, based on the involvement in the production of scientific and technological progress achievements.
In the early stages of reconstruction, the main focus was on the development of the country's economy, accelerating the development of Science and technology. Therefore, in the resolution adopted on March 1, 1986 on the Political Report of the CPSU Central Committee of the CPSU XXVII Congress, great attention was paid to the issue of development of Science and technology.
Therefore, in the early stages of the reconstruction policy, the main attention was paid to the development of the country’s economy. However, it quickly became clear that such a process could not be carried out without improving social relations. Therefore, in 1986, it was necessary to pay special attention to the issue of reconstruction and social relations. The main goal of such a policy was to democratize society, to fight against administrative and bureaucratic rule and lawlessness.
Meanwhile, as in the whole Union, certain changes began to take place in the socio-political, economic and cultural life of Uzbekistan, the social activity of people increased, initial steps were taken towards democracy, the process of realizing the national identity began. However, attempts to implement radical changes and real reforms in all spheres were in vain. According to statistics, since 1986, the country's economic situation began to worsen, from January 1987, production rates began to decline sharply, and a crisis situation occurred in the economy. The first stage of reconstruction thus ended in failure.
