Gender-based constraints:
The main constraints for women to own resources and to grow from ordinary wage works to more income generating opportunities are the gender stereotypes related to the women’s role in patriarchal society. Rural areas are associated with more conservative values and with rigid gender norms, especially with regard to the role of women. Limited access to information and educational and training experiences means that rural communities have less exposure to gender-equitable models of behavior. 8 At the same time for women farmers the main obstacle seem to be the obligation of a farmer to attend various meetings which are conducted very late and are not suitable for women which have to carry out their family responsibilities. Low-paid jobs do not allow to generate enough income that could create opportunities for taking loans or investing into private businesses. Gender-based Opportunity Reforms in agricultural sector still continue with the most recent President’s decree 2460 issued on the 29th of December 2015 “On measures of further reforms and development of agricultural sector for the period of 2016-2020. Although a reduction in total agricultural output has been tracked during the years, at the same time introduction of crop diversification and increase of number of private farms and small household plots targeted poverty alleviation of the rural population. The Government of Uzbekistan projects that by the year 2020 the total area under cotton will be reduced by 170,5 thousand hectares (reduced around 13 percent compared to year 2013) and 50 thousand hectares of grain crops (reduced by around 4 percent compared to year 2013). Each province and even a district can now identify their optimal range of the farm size. For example, in Jondor district of Bukhara based on the Cabinet of Minister’s decree from the 20 th of October, the optimal size for the cotton and wheat farms has been identified as- maximum is 70 ha and minimum is 30 ha and for fruit and vegetables growing farms from 5 up to 10 ha. These trends have been considered as positive by the farmers which as a result of the previous optimizations had several small holders within their farms. “Now all the responsibility and decision making is reduced to less members of the farms or even only one individual and therefore it will be easier to manage the farm” informed one of the farmers in Jondor district.
