First of all, strengthening peace and friendship, trust and good neighborly 
relations, expanding mutually beneficial cooperation, and conducting constructive policies 
meet the common interests of all countries in Central and South Asia.

Secondly, support the formation of stable trade-economic, transport-
communication relations, which will serve as the main driver of the long-term perspective 
and future development of countries and the region. The main objects are digitalization of 
the economy, the development of electronic trade and the wide introduction of innovations.

Third, today, Afghanistan is experiencing an important turning point in its 
recent history. This opens the door to new prospects for the integration of Afghanistan into 
the global processes. Regional partnership will serve as an important factor for the 
establishment of peace and stability in Afghanistan and its economic recovery.

Fourth, security and stability are the main conditions for the consistent 
development of our regions and the strengthening of mutual relations. Security is indivisible 
and can only be ensured through constructive dialogue and joint efforts.
On July 12, the UN General Assembly unanimously approved a special resolution on 
enhancing interconnectivity between Central and South Asia, developed by Uzbekistan in 
co-authorship with 40 countries. The resolution attaches particular and great importance to 
regional organizations, cooperation between Central and South Asia on enhancing poverty 
alleviation, food security, transport networks, energy connectivity, industrialization, 
information technologies and other spheres. This resolution reaffirms achieving sustainable 
development and exchanging experience in three dimensions 
– economic, social and 
environmental 
– in a balanced and integrated manner. 
Richard Boucher, Assistant Secretary of the USA for South and Central Asian Affairs, 
noted that South and Central Asia belong together by virtue of Afghanistan, which lies at the 
centre of the region, and which can be a bridge that links the two regions rather than a barrier 
that divides them [7].
