The cumulative growth of GDP per capita in Uzbekistan from 1996 to 2016 was 
recorded as 165 percent. During this period, the total volume of production per employee 
increased by approximately 150 percent. During this period, the growth of GDP per capita 
occurred mainly due to the growth of labor productivity and demographic changes. But 
during this period, the level of employment in relation to the economically active population, 
as well as the level of the economically active population in relation to the working population, 
decreased. The growth of labor productivity in Uzbekistan took place mainly within industries, 
not due to the exchange of resources between industries. 
The simultaneous growth of employment and labor productivity is a perfect 
combination. 
In the construction, chemical and petrochemical industry, wholesale and retail trade, 
general catering, transport, communications and many other sectors of Uzbekistan, 
employment and labor productivity increased at the same time. However, although new jobs 
were created in the energy, fuel and metallurgical industries, labor productivity decreased. 
Other sectors, such as agriculture, machine building, industrial construction materials, light 
and food industries, saw increases in labor productivity, but fewer jobs. slohots are crucial

Since 2017, the reforms carried out by the government of Uzbekistan on the 
liberalization of the economy eliminate restrictions on doing business, such as the lack of 
foreign currency conversion, high import duties and tax rates. Bank experts recommend the 
government of Uzbekistan to continue to optimize the role of the state in the economy and 
to remove the remaining obstacles to the development of the private sector. Measures to 
overcome these limitations include: 
• improvement of the investment environment; 
• full implementation of tax administration reforms; 
• ensuring transparency of state budget operations, especially in relation to 
inefficient hidden subsidies to state enterprises;
