xiii) United Arab Emirate The UAE established two official stock markets in 2000; The Abu Dhabi Securities Exchange (ADX) and Dubai Financial Market (DFM). ADX was established on 15 November 2000 by Local Law No. (3) Of 2000, the provisions of which vest the Market with a legal entity of autonomous status, independent finance and management, and give ADX the necessary supervisory and executive powers to exercise its functions. Moreover, ADX has the authority to establish centers and branches outside the Emirate of Abu Dhabi. It has done so in Fujeirah, Ras al Khaimah, Sharjah and Zayed City (ADX, n.d).
Dubai Financial Market (DFM) was established as a public institution having its own independent corporate body by a Resolution from the Ministry of Economy No 14 of 2000. DFM is operating as a secondary market for trading of securities issued by public joint-stock companies, bonds issued by the Federal Government or any of the Local Governments and public institutions in the country, units of investment funds and any other financial instruments, local or foreign, which are accepted by the Market. The Market commenced operations on 26th March 2000. As decided by the Executive Council Decree on 27th December 2005, DFM set up as a

Public Joint stock Company in the UAE with paid up capital of AED 8 Billion allocated over 8 Billion shares, with a par value of AED 1 per share, and the twenty percent (20%) of DFM shares be offered for public subscription. This IPO, the first of its kind in the region, was highly oversubscribed and generated more than AED 201 billion. The trading of shares of Dubai Financial Market (DFM) began on Wednesday 7th March 2007.
Many companies allow foreigners to own their shares. Slightly more than half of the listed companies on the ADSM are open to foreign ownership of their shares, although a few are restricted to GCC or Arab nationals only. DFM is one of three stock exchanges in the UAE. Abu Dhabi Securities Exchange (ADX) also lists mostly UAE companies and the recently opened Dubai International Financial Exchange (DIFX) was set up to trade international stocks.
