Public Private Partnership for Tourism Development
12.3.1. Government’s control over tourism assets
The Policy recognizes that the Governments at various levels have control over 
essential tourism resources whether cultural or natural such as monuments, heritage 
buildings, beaches, mountains, national parks, lakes and also the responsibility for 
activities such as regional economic development, planning, security of borders, and 
social and environmental protection.
12.3.2. Private Sector’s capacity to fund, manage and innovate
The Policy also recognizes that private sector can mobilize resources for 
infrastructure investment without burden on the government budgets. The private 
sector will have better management and capacity to innovate, which leads to 
increased efficiency and translates into a combination of better quality and lower 
cost services.

12.3.3. Public Private Partnership crucial for tourism sector
The Policy envisages a crucial role for Public Private Partnerships to ensure optimal 
utilisation of the cultural and natural tourism attractions under the control of the 
government for tourism development. It will create jobs and entrepreneurial 
opportunities, improve quality of service and visitor satisfaction, which will enhance 
the competitiveness of the destination. Public Private Partnership will consolidate 
the strengths of the government and private sector for providing more efficient 
service and will be attractive to both the government and the private sector.
12.3.4. Greenfield, Brownfield and O&M opportunities
The Policy will encourage public private partnerships from relatively simple
collaborative efforts to large, complex projects requiring significant investment. 
These partnerships could be a greenfield project or a brownfield project where an 
existing asset needs renewal and redevelopment. There are many public assets
which are lying in dilapidated conditions or are being used sub-optimally, which will 
be identified and restored and redeveloped and put to adaptive reuse in partnership 
with private sector. O&M of the existing and new assets will be another huge 
opportunity for private sector.
