Pasture Development Association: What is the size of the land where the Projects are going to be 
constructed (this is in reference to both Dzhankeldy Wind Farm and Bash Wind Farm (subject of 
a separate ESIA))? Will it be 1,100ha? 
ACWA Power: No. The Dzhankeldy Wind Farm has been allocated about 280ha and Bash Wind 
Farm has been allocated about 284ha. However, not all this land will be utilised and the Project 
boundary will not be fenced which will allow grazing to continue after construction. Based on 
safety measures it will only be necessary to fence the substations and consider the required buffer 
zones. 
Pasture Development Association: On a legal aspect did our Committee give consent for issuing 
land lease orders by local municipalities? 
ACWA Power: No, we only have a copy of the letter sent by the Committee to Bukhara Region 
Municipality in 2020. ACWA Power signed a PPA with NEGU and an investment agreement with 
the Ministry of Foreign Affairs, Trade and Investment. To execute these signed agreements 
Presidential Decrees were issued for both Projects.
In addition, Bukhara Regional Municipality was obliged by Presidential Decrees to make lease 
agreements and allocate the land for the Projects.
Pasture Development Association: Yes, the order of the investment procedure is right. However, 
local municipalities as well as regional ones have no legal right to allocate land and issue 
agreements because the land is leased to the Committee. 
ACWA Power: ACWA Power will sign the lease agreements with the organisation that has the 
rights to the land. We acted based on the instructions given in the Presidential Decree and 
therein the Bukhara Regional Municipality is referenced.
