Concerning further research, the results of this study show that, if the influence of the EGCA on the local policy of applicant cities is to be inquired on, the selection process, Green Capital Year and the EGC Network are features that require at least as much consideration as the role of quantitative criteria. Existing literature on the European Capital of Culture already studies all these different aspects using both qualitative and quantitative methods (Papanikolaou, 2012; Falk & Hangsten, 2017; Gomes & Librero-Cano, 2018). Since the 55 phases of the EGCA are virtually the same, it can be hoped for the future that the EGCA literature can move in that direction as well. Further research should assess if the satisfaction reported by interviewees in this study is common to other sectors of the administration and of the local community. More importantly, it should be assessed if it corresponds to a tangible impact of the award on the applicant cities’ sustainability policy. Given the ambitious objectives of the EU, the next years might represent a turning point in European sustainability policy. It would be better to assess the influence the EGCA has had so far in order to be ready to see if and how it can play a role in the context of the European Green Deal. Besides, since the EGCA covers several dimensions that typically pertain to separate soft tools (ranking, networking, event-hosting…), such an assessment would also inform sustainability science at large on whether the impact of soft tools matters in implementing sustainable development policies. This would help to caliber policy tools for sustainability in Europe and possibly in other areas of the world. Recommendations for practitioners Even municipal officials who might deal with the EGCA in the future can learn from the experiences related in this research. Notably, this study has shown that the EGCA is quite a flexible tool that can satisfy different needs and expectations. Administrations benefit from the award even if they do not reach the finals as a chance to recapitulate their sustainability policy and receive feedback on their performances. Those that aim at winning the award, though, must know that this requires quite a persistent effort and also more than one application. Commitment to act as a model for others and to engage different actors within the city community are said to be much more important than starting performances, geographical location or size in determining the winners. More generally speaking, the EGCA shows the importance of receiving external feedback and to network both at the local and at the international level in order to attain an objective benefiting the entire city. In that sense, probably the most important recommendation stemming from the experiences of practitioners with the EGCA is the fact that the current sectoral approach to policy is not appropriate when dealing with a project centred on sustainability. Sustainability is not a sector that can be managed by one office, but a concept that affects the way all policy sectors are managed. As such, the different offices of a city administration have to join forces when dealing with a sustainability project like the EGCA. Adopting such an approach has allowed winners to obtain the greatest benefits from the 56 award, and it could potentially help with future sustainability policy as well, as the cities that have adopted it reportedly kept it in place even afterwards.
