7. SUBJUNCTIVE MOOD

The grammatical category expressing the speaker's attitude to the action expressed by the predicate. The subjunctive mood interprets this action not as a real fact, but as a supposed, desirable, necessary, possible, as constructions like it is necessary (recommended, essential, desirable, important, etc.) can indicate; verbs to order, to demand, to suggest, to propose, etc .; conditional sentences.
e.g. It is necessary that the risk should be minimal (be minimal). The risk must be minimized.
e. g. We should consider ... - apparently, it can be considered; We should like to emphasize ... - should be emphasized.
