Annotation
 
The article discusses the processes of the digital economy of Free Economic Zones and small 
industrial zones in the regions. The importance of identifying and analyzing experiments related to 
this process and indications for their conduct was mentioned. The necessity of creating a long-term 
plan for each free economic zone, taking into account its regional aspects in the conditions of 
digital economy factors, is emphasized.

scientific-production clusters such as techno places, techno parks, in order to ensure high-tech 
productions, mastering of know-how, introduction of innovations in enterprises, technology transfer. 
In order to provide infrastructure for large investment projects, 232 billion sums have been 
earmarked, and 264 billion sums have been allocated for rapid development of industry and business 
in 33 districts that are lagging behind in development. From now on, we deputies will have to establish 
effective parliamentary and parliamentary control over the allocation and intended use of these funds. 
The meeting said that the most important issue is the timely launch of projects in free economic 
zones and small industrial zones. This year, 332 projects with a total value of 1.1 billion dollars in 
free economic zones and 1 thousand projects with a total value of 9.5 trillion sums were launched in 
small industrial zones. It was noted that 800 projects are planned to be launched. These projects are 
an important factor in the further development of industry in our country, production of import-
substituting and exportable products. 
To sum up, a free economic zone is a territory established for the purpose of establishing new 
production facilities, developing high-tech production, and actively attracting the production of 
modern competitive, import-substituting, export-oriented ready-made industrial products. The 
purpose of its creation is primarily to solve the tasks of strategic development of the country or a 
separate region, i.e. foreign trade, general economic, social, territorial and scientific and technical 
issues. 
According to the decree of President Shavkat Mirziyoyev «On additional measures to activate 
and expand the activities of free economic zones» [2]: 
- Simplification of procedures for further development of free economic zones, expansion of 
attraction of investors and entrepreneurs; 
- Acceleration of implementation of investment projects in free economic zones, purchase of 
high-tech equipment from abroad; 
- Investment attraction of small industrial zones, entrepreneurship; 
- Development, creation of new jobs and improvement of population welfare; 
- tasks such as stable supply of free economic zones and small industrial zones with electricity, 
natural gas, water and other communication networks were defined. 
Special economic and small industrial zones increase the efficiency of using the economic 
potential of our country and become a modern, convenient and effective way of developing 
entrepreneurship. 
In recent years, such economic areas, which have been actively organized in all regions of our 
republic, have become a major «driver» in providing employment to the population by localizing 
imported products, increasing local export potential, and creating new jobs. The President's decision 
«On measures to further develop the engineering and communication infrastructure of special 
economic and small industrial zones» adopted on April 30, 2021 was another important step towards 
the development of the network. 
Currently, 23 free economic zones and 348 small industrial zones are operating in our country. 
In free economic zones, 453 projects with a total value of 2.6 billion dollars were implemented and 
about 36,000 jobs were created, while 1,497 projects worth 5 trillion sums were launched in small 
industrial zones, providing employment to more than 36,000 people. This is a proof that our country 
has accumulated the necessary experience in establishing this system. 
The number of businessmen who want to take place in such zones and start their business is 
increasing. But it is no secret that the industrial zones in remote areas do not have enough engineering 
and communication infrastructure, which is a problem for many medium and small business 
representatives, as well as foreign investors. 
In addition, currently 895 investment projects worth 5.3 billion dollars are placed on 3.9 
thousand hectares of the economic zones with a total land area of 8.8 thousand hectares, and the 
remaining 4.9 thousand hectares are vacant land areas where projects can be placed. 65% of them do 
not have engineering and communication infrastructure. 822 hectares of small industrial zones with 
a land area of 2.4 thousand hectares, in addition, 60 operating small industrial zones are not fully
