CAUSES OF INCREASING PUBLIC EXPENDITURE
Introduc:on: Public expenditure is that expanded 
to include by public authori:es. It tends to sa:sfy collec:ve social wants. 
Meaning: It is a means of securing social objec:ves. 
1.Increasing Defence Expenditure: Protection of boundaries of the nation is major responsibility of Government However, in modern times protection of boundaries and defence of the 
country is an expensive affair considering preparing for war, facing actual war and solving problems. Therefore, public expenditure is continuously increasing. 
2.Growth of Population: Most of the countries are experiencing rapid population growth. As result of increasing population, Government has to cater basic needs of the community. 
3.Increasing State Functions: Modern states are welfare states. Modern Governments are interested in increasing welfare of the people. In order to increase welfare of the people, the 
Government has to undertake various activities and functions.
4.Democracy: Most of the countries have accepted democracy, and Democratic form of Government demands continuous and increasing public expenditure. Expenditure on educating 
voters, managing and arranging elections all this means more public expenditure. 
5.Economic Development: In all countries the States (Governments) have taken the responsibility of economic development. It means Governments take the responsibility and initiative of 
encouraging and increasing higher investment, employment and production. 
6.Rising Price Level: Rising price level is another factor contributing to increasing public expenditure. Rapid rise in the price level means dislocating original budget of the Government ously
