Project management functions
An organization is a body where many tasks at different levels of progress are implemented. Hence, different combinations of activities are carried out in each organization. There are differences in the intensity of those activities and the amount of time they spend in carrying out these functions. This proves that the management process is repeatable and that managers are involved in performing functions in a continuous way, called the management cycle [30]. As the term "functions" is used in the context of the term "type of activity", therefore, different types of functions are distinguished, including production, service, commercial, and marketing [43]. The literature on the subject provides also a different classification of functions performed by managers, i.e., management functions, such as (Table 3) [16]: Planning Organizing Directing / Motivating (in relation to staff) Controlling. Vol. II. 55 Table 3 Management functions and the role of a middle manager Function Description A role of an executive manager A role of a middle manager Planning A manager is responsible for setting a global goal and a group of detailed goals that contribute to its implementation. They set global goals as well as strategic goals, the implementation of which will involve the allocation of time from one to five years. They mostly deal with tactical planning, also known as mid-term planning. Usually it will concern a period from one month to one year. Organization Managers define who should do what, so that the organization can achieve its goals. Establishes a hierarchy of goals and tasks. Managers assign individual tasks, and thus determine the selection, placement and training of personnel to perform work in the organization. Steering (Leadership/ Motivating Initializing) Managers conduct activities that make members of the organization act in a way that will contribute to achievement of set goals. Managers performing these functions work directly with members of the organization and must provide motivation that releases efficiency and energy among their subordinates. Controlling This function is part of the activities that can be termed "managerial feedback". Managers strive to ensure that actions of the staff actually lead to the achievement of the set goals. For this reason, they: establish measures to assess task performance compare assumed assessment measures with current measurements, take possible corrective actions in the event of deviations. The implementation of projects usually places higher demands on employees than those that must be met in the case of repetitive activities. Hence, in project management, the issue of creating and managing task teams gains crucial importance [34].
