5.1.1.6. In parallel with the technical inspection, train receivers, together with the safety and security workers accompanying the cargo, inspect the cars commercially to identify and eliminate commercial faults. The procedure for inspection and elimination of commercial faults is reflected in paragraph 5.2.




5.1.2. Technology of disbanding and formation of trains.
5.1.2.1. In the process of disbanding trains, based on accounting data for the accumulation of cars on the tracks of the marshalling yard and data from full-scale sheets of arriving trains on the number, location and weight of cars according to the assignments of the formation plan, the characteristics of the transported goods, under the leadership of the shunting dispatcher, the hump duty officer is forming trains for new assignments.
The operator of the STC, during the disbandment of trains from the hump, when identifying cars with distorted numbers or the absence of cars in the train, if its number is available in the TGNL or the actual presence of a car number missing in the TGNL, after disbanding, it is obliged, according to certificate 09, to adjust the train according to the appropriate codes (02.01 ,04). If it is impossible to make an adjustment, notify the ACS dispatcher at the EDC by phone 4-88-17.
5.1.2.2. Before disbanding the train, the shunting dispatcher, having read the sorting sheet, agrees with the hump duty officer on the possibility of placing cars of the train being disbanded within the marshalling tracks, after which the DSPG informs all involved workers about the disbandment plan and gives permission to the driver to move the train onto the hump.
5.1.2.3. The hump duty officer (DSPG), guided by the sorting sheet, informs the car speed controllers about the number of cuts and cars, the order of their passage onto the sorting tracks, warning about cuts that require special caution when braking. For more complete use of the capacity of sorting tracks, uniform distribution of work between speed controllers, as well as ensuring traffic safety and personal safety equipment, a senior speed controller, Depending on the upcoming volume of work and the degree of filling of the tracks with cars, if necessary, it rearranges the speed controllers for the movement of cars along the tracks of the marshalling yard.
5.1.2.4. The shortest time for occupying a hump per disbanded train is achieved by accelerating the disbanding process itself, maximizing the reduction of interoperational breaks, and pulling up accumulated cars.
5.1.2.5. When the train being disbanded approaches the hump of the slide, the workers involved in the disbandment are notified by the slide operator on duty via the park announcement communication about the start of disbandment.
5.1.2.6. In the process of disbanding the train, the train compiler uncouples the cars in accordance with the sorting sheet, guided by the chalk markings applied by the STC operator. Uncoupling points for large uncouplings are checked according to the numbers of the last cars indicated in the sorting sheet. To ensure labor safety, the uncoupling of cars must be carried out with special uncoupling levers (forks).
5.1.2.7. When the train is disbanded, the person on duty at the hump monitors the correct uncoupling and movement of the cuts, and if necessary, via the park notification communication, he informs the speed controllers of the cars about the change in the direction of the cuts, as well as about the cuts that require special caution when braking (refrigerated cars, cars with discharge loads , with conductors, with livestock, transporters, long-wheelbase cars, etc.). Notification of workers about the presence of wagons in the dismantling train and on the tracks of the sorting fleet with cargo of certain categories that require special care is established by the Instructions for Working with Dangerous Goods.
5.1.2.8. To make the most of the capacity of the marshalling yard tracks and ensure the connection of the cuts with the cars standing on the tracks at a speed not higher than the permissible, targeted braking of the cuts is used by car speed controllers at braking positions equipped with shoe releasers at the beginning of the sorting tracks - using manual brake shoes.
Shoe throwers are installed on each line of the sorting track. To ensure the personal safety of car speed controllers, brake shoes are installed only with the help of special forks.
5.1.2.9. In order to speed up the process of sorting cars, trains should be released at variable speeds, taking into account the safety of cars. The variable speed of dismantling is determined by the hump duty officer, who, depending on the size of the cuts, the conditions of their passage in the switch zone, the alternation of cuts, the degree of filling of the marshalling yard tracks, gives instructions via radio to the driver of the hump locomotive to change the speed of the train's advance, and, if necessary, changes the readings of the hump traffic light .
5.1.2.10. The dissolution of wagons from the sorting tracks is carried out in accordance with sorting sheets compiled according to the records of the presence and location of wagons on these tracks.
5.1.2.11. After the dissolution is completed, the hump duty officer personally or through the compiler, if necessary, gives instructions to the driver of the hump locomotive to settle the cars on the tracks of the marshalling yard or to proceed to the receiving yard to push the next train onto the hump.
When a hump locomotive in the reception park approaches a train to be disbanded, the driver, making sure that there is no fence, attaches the locomotive, and after removing the brake shoes, at the command of the station duty officer and with the hump signal open, advances the train.
5.1.2.12. The average time for a hump to be occupied by disbanding one train, depending on the number of operating hump locomotives, is established by the technological schedule of the hump, the form of which is shown in Figure 5.2.
5.1.2.13. Maneuvers with cars occupied by people, cargo of certain categories and with rolling stock that require special care are carried out in compliance with the rules stipulated by the instructions for the movement of trains and shunting work on the railways of the Republic of Uzbekistan and the local instructions for the operation of the hump.
5.1.2.14. Operations to complete the formation of individual trains (connecting groups of cars accumulating on different tracks, placing cover cars, rearranging individual groups of cars to replenish or reduce weight, etc.) are carried out by locomotives at the direction of the hump duty officer in agreement with the station duty officer.
5.1.2.15. At the end of the dissolution of the train, the hump duty officer fills out the Sheet-schedule of shunting work of the hump. Based on the data from the Shunting Schedule Sheet, the hump duty officer keeps track of the degree of filling of the marshalling tracks and plans the actual accumulation of cars on each track of the marshalling yard.
5.1.2.16. After completing the formation of a train for a specific purpose, the DSPG informs the DSC, DSP, STC, and train receivers about this. If necessary, train receivers, together with the VOKhR gunner, check the correctness and strength of cargo fastening on open rolling stock, and make sure that the safety of the cargo is fully ensured.
The station duty officer, having received a report from the train receivers on the completion of the commercial inspection, transmits a message to the DSC, DSPG, STC, DSPP of the sorting fleet (DSPP-5) and the PTO of the departure fleet about the rearrangement of the formed train, indicating the route of the sorting fleet, the numbers of the head and tail cars, the number of the departure ways. The relocation of the train to the departure park is carried out by a shunting locomotive, usually accompanied by a train compiler.
Before rearranging the train, the compiler personally checks the adhesion and coincidence of the longitudinal axes of the automatic couplers, makes sure that there are no obstacles to movement, and the marshalling yard duty officer (DSPP-5) removes the brake shoes. When moving the formed trains to the departure depot, the cars remaining on the sorting track are pulled up at a distance 25 метровto the signal of the southern neck of the sorting depot, DSPP-5 secures the remaining cars or places a cover.
5.1.2.17. To reduce the time required for hump locomotives to be distracted, shunting locomotives operating on exhaust and approach tracks are used to unload and pull up wagons.
5.1.2.18. The average time for performing the main operations for dismantling (pushing, dismantling, driving in, settling) and forming trains on humps and exhaust tracks and for rearranging cars and trains is determined in accordance with standard time standards for shunting work performed on railway transport and is checked timing observations. After presenting the formed train on the tracks of the marshalling yard, train receivers, together with the VOKhR, carry out a commercial inspection, reflected in paragraph 5.2.2.
