121 many researchers include in these concepts a certain potential of the individual, allowing to apply the system of legal knowledge, skills and abilities in the implementation of their professional activities. For example, according to L.A. Visotsky, legal competence should be understood as "a set of powers, rights and obligations that a person must or may have upon completion of higher professional education - a certain maximum set of legal capabilities, knowledge, skills and abilities used in the professional activity of a specialist". [1]. The legal culture of specialists in various branches is specific in terms of reflecting the peculiarities of a particular area of professional activity. Definition of legal culture by various scientists occurs within a specific methodology, in which it is impossible to include all components of this definition, so almost all definitions have shortcomings. The legal culture of future teachers also has its own specificity and requires its own methodology of formation, so the problem of theoretical development of scientifically sound concept of the process of formation of legal culture of future teachers is obvious. Defining the essence of the concept of "legal culture" is engaged in representatives of a number of fields of knowledge In the context of the study of the concept of legal culture of a teacher from the position of pedagogical science, it is important that all scientific research speaks about the presence of the educational function of law. According to B.T. Likhachev, "the educational function proceeds from the fact that the ideal of human behavior in a legal democratic society is the active and conscious execution by him of the norms of morality and law. This is the basis of interaction between the pedagogical and legal sciences: pedagogy moves from moral norms to legal norms, jurisprudence - from legal to moral norms. Both sciences solve the single problem of formation of moral and legal culture in a person". [4]. In structural and content terms, the main components of the legal culture of a future teacher are the following: the body of legal knowledge of the basic branches of law, the ability to use normative legal acts in professional activities, the system of legal values and beliefs, "understanding of his legal status" and respect for the laws. In our opinion, improving the legal culture of the future teacher in the process of learning at the university is a natural process, provided a systematic approach to the formation of the legal culture of students. This task should not be solved separately, but in a complex of educational and pedagogical tasks during the whole period of study at the university. The effectiveness of the formation of legal culture of future teachers should be provided by a set of organizational and pedagogical conditions of the educational process. By organizational conditions we mean those on which the process of formation of legal culture in future teachers in the process of studying disciplines of pedagogical cycle depends. When analyzing the pedagogical conditions necessary for a purposeful process of formation of legal culture in future teachers, we proceeded from the approach of V.I. Andreev who understands pedagogical conditions as "a set of measures, content, methods, techniques and organizational forms of training and education"[6]. As pedagogical conditions of formation of legal culture we suggest the use of interactive forms of learning, in which the leading role is played by dialogical learning, collective learning, interaction of students participating in the educational process. For example, the main goal of the project is to develop and implement the project in a way that is appropriate to the needs of the students and their families. For example, practice-oriented technology "training firm" in the training of students of pedagogical directions takes as a basis the construction of an educational institution: kindergarten, school, university. In the mode of activation of cognitive activity future teachers are given the opportunity to develop the necessary professional qualities, such as a sense of responsibility for decisions made, competent and ethical behavior in critical situations, the adequate perception of criticism, the ability to plan various activities and others. The technology of "learning through the deployment of storylines on the basis of binary thematic oppositions" implies learning the material by presenting it in the form of a story or narration, where the personal and emotional significance is determined [7]. The basis of teaching disciplines of psychological and pedagogical cycle focused on the modern educational situation technologies, methods and forms of educational and professional activities. case method application helps to create a comfortable environment for teamwork, development of critical thinking, a sense of responsibility and time space.
