According to Gabriel A. Almond and G. Bingham Powell (1966) [Comparative politics: a developmental approach] there are 5 key elements of a “capabilities analysis” for political system [PS]: i. Extractive [utilizing human and material resources in the environment]; ii. Regulative [controlling individual and group actions]; iii. Responsive [making decisions and policies that react to demands for value allocations]; iv. Distributive [allocating values through institutionalized structures and procedures]; v. Symbolic [manipulating images and meanings, distributing nonmaterial rewards and values] Within your case/country-study provide certain examples to PS capabilities (concerned with country’s experience)
CASE: Yemen
Houthi uprising in Yemen

  1. Extractive [utilizing human and material resources in the environment];

Shiites living in the north of the country demand autonomy. They claim to be fighting against a corrupt majority Sunni government and the country's alliance with the US. The authorities, in turn, accuse them of seeking to restore the power of the Zaidi royal family, which was overthrown in 1962.

  1. Regulative [controlling individual and group actions];

October 27, 2009, Tuesday - in the area of the Yemeni-Saudi border in the area of Hadramaut, an attack was made - bandits fired on Yemeni border guards, killing at least 7 people. A Sunni group associated with al-Qaeda claimed responsibility for the attack.
November 4, 2009, Wednesday - militants from the Shiite Houthi clan from the territory of Yemen carried out an armed attack on the border guards of the kingdom of Saudi Arabia. As a result of the attack, one border guard was killed, about 10 were injured. Saudi media noted that this was the first attack by the Houthis in 5 years.
December 17, 2009 - Shiite rebels in the northern province of Sa'ada accuse the US of bombing villages and killing civilians, AFP reports. To this, the Yemeni government responds that the airstrikes were carried out by Yemeni aircraft. US Deputy Secretary of State Philip Crowley also denied the direct involvement of American troops in the suppression of the uprising. In the fight against the rebels, Yemeni troops are participating together with the troops of neighboring Saudi Arabia, whose territory was invaded by militants who killed two border guards in November.
