INTRODUCTION The reforms implemented since the early years of independence in Uzbekistan, have been aimed at the full development of human beings. Accordingly, the Republic is steadily developing along the path of building a democratic State based on the rule of law and a civil society based on a socially oriented market economy with a high value of human interests, rights and freedoms. A significant increase in incomes, living standards as a result of a well-proportioned intensification between the various sectors and branches of the economy and the provision of sustainable growth provides a basis for strengthening our confidence in the future. Under the new conditions, the human factor is the most important structural element of the production process, and manpower and human resources management become a strategic resource and a factor in the competitiveness of enterprises in the service sector. In this regard, the human resources management acquires particular value for enterprises of various industries and spheres of activity, because without proactive, highly educated, committed specialists capable of promoting innovative ideas, it is impossible to ensure the dynamic stability and efficiency of service enterprises in a market environment. In essence and content, the service sector includes various forms and directions of human activity associated with creating conditions for the development of human resources and the transition to a relatively high level of division of labor aimed at ensuring the modern quality of life.
