9.4. 
Development of Wayside amenities
9.4.1. Gap Assessment on National Highways and State Highways
Development of wayside amenities along the National Highways and State Highways 
will be done on priority. The wayside amenities will be set up through the initiatives 
of the Central Governments and State Governments in such a way that one good 
quality wayside amenity is available at reasonable distance (say every 75 Km). A gap 
assessment on all National Highways and State Highways leading to tourism 
destinations will be carried out to identify different segments where such facilities 
are not present.
9.4.2. Development of Wayside Amenities by NHAI 
Ministry of Road Transport and Highways (MORTH) and National Highway Authority 
of India (NHAI) will support development of wayside amenities along National 
Highways. NHAI is already developing the Wayside Amenities in partnership with 
private sector on BOT basis and also O&M concession. The Ministry of Tourism will 
work closely with MORTH and NHAI to ensure that wayside amenities are set up at 
all identified locations in time bound manner. 
9.4.3. Development of Wayside Amenities by Ministry of Tourism 
Ministry of Tourism will prioritize the important tourist destinations and based on 
the gap assessment and where MORTH/ NHAI is not developing the wayside 
amenities for development of wayside amenities. Keeping in view the importance of 
the wayside amenities, the Ministry may provide financial support under existing 
scheme or may have a dedicated scheme to support setting up of wayside amenities.

9.4.4. Development of Wayside Amenities by State Government
The State Governments will be encouraged to set up wayside amenities at the 
remaining places. The State Governments may follow NHAI model wherever, the 
State has the requisite land. The State Government should also frame attractive 
scheme for private sector to develop wayside amenities on identified stretches by 
providing capital subsidy and exempting the private sector developer from CLUD and 
other development charges.
