Costs associated with the EGCA
As regards costs, all interviewees identify the staff's working time and the investments in the presentation and the Green Capital Year as the only form of costs that were encountered when working on the EGCA (CAG-POL; GHE-ADM1; LAH-ADM; OSL-ADM1; UME-ADM). Some even give the figures, which are said to be fixed at some tens of thousands of euros for applying (GHE-ADM1; LAH-ADM; NIJ-ADM1; UM-ADM) and can increase up to a few million euros or more when organizing the Green Capital Year (GHE-ADM2). As to the perception of these costs, the majority of interviewees did not consider them high or excessive (BOL-ADM; BOL-POL; CAG-POL; GHE-ADM1; UME-ADM). No discussions on the cost of participating in the EGCA were reported in their cities either, except for Nijmegen, where the political opposition defended that such sums could be better invested in renewables projects (NIJ-ADM1; NIJ-ADM2). Some concerns about the costs were indeed expressed by interviewees from small cities that reached the finals, such as Lahti and Ghent, as spending thousands or even millions of euros is reportedly a massive investment for their budgets (LAH-ADM; LAH-POL; GHE-ADM2). Nevertheless, even in these cases the officials 41 state that either the fact of having a full report of all the environmental policies or the returns from economic benefits in case of victory repay the investment: "it's something that is in our strategy, it's our vision so [...]we will pay that. We weren't… we weren't paying that to the European Commission, but we were paying it for ourselves…" (LAH-POL) "If you win the award somehow you will regain this money, it's either to your local… shop owners or hotels because more tourists are coming… "(GHE-ADM2) All in all, the interviewees discussed the costs without emphasizing too much their impact. This question was probably the one that was dismissed more quickly in most of the interviews. Here it must be pointed out that no interviewee worked in a budget office, even if some managed the budget of the EGCA (NIJ-ADM2; OSL-ADM1). Thus, their perception of the costs might differ from that of a specialist. It is also the kind of perception that one would expect to find according to the literature, which highlights that perceiving the costs as greatly inferior to benefits favours participation in soft tools (Mocca, 2018). Even so, it was revealed by some interviewees who participate in the EGC Network meetings that budget is a real issue for former applicants. Many of them call on the European Commission to increase the monetary prize of the EGCA in order to facilitate access to the award to more cities (GHE-ADM2; NIJ-ADM1; NIJ-ADM2). Download 0.67 Mb.
