The TA was completed in December 2019. However, the TCR was submitted 
on 29 September 2021 (almost 2 years later). Given this time lag, the TCR 
could have further elaborated on any progress toward the outcome indicators 
given that the target date was 2020. In particular, it could have commented on 
the likelihood of 3P India being operationalized or on further technical support 
becoming available to the DEA PPP cell as these are key factors for 
sustainability. However, the South Asia Department has subsequently 
provided information to IED on the support from the United Kingdom’s Foreign 
Commonwealth and Development Office, which was continuing key activities 
under the TA. This information should have been integrated into the TCR.
